Bylaws of the SPARK User Group

Article 1: Name:

The name of the organization shall be SPARK User Group.

Article: 2: Mission:

To foster and improve communication and relationships between members and to influence the development and improvement of the SPARK ILS.

Article 3: Officers:

The board shall consist of four officers and committee chairpersons, all of whom represent member libraries of the Pennsylvania Integrated Library System.

Term: Officers will serve a two year term on the board, and can serve no more than 2 terms in the same position. Terms will expire at the closing of the SPARK User Group Annual Meeting. For purposes of establishing staggered terms of the initial board of officers, the terms shall be:

President: Ending at the 2019 SPARK User Group Annual Meeting

Vice-President: Ending at the 2019 SPARK User Group Annual Meeting

Secretary: Ending at the 2020 SPARK User Group Annual Meeting

Treasurer: Ending at the 2020 SPARK User Group Annual Meeting

Nomination: At least 90 days prior to the SPARK Users Group Annual Meeting, the officers must appoint a Nomination Committee of two or more board members who are not seeking election. The Nomination Committee is required to receive and coordinate the nominations for election of officers.

Election: At least 60 days prior to the SPARK User Group Annual Meeting, the Nomination Committee will seek nominees from the membership. An election will take place 30 days prior to the SPARK User Group Annual Meeting.

Vacancies: Vacancies on the SPARK User Group Board are filled by appointment by the board until the next election.

Meetings: The SPARK User Group Board will hold at least four meetings per year, with additional meetings scheduled as needed. Virtual meetings are allowed.

Article 4: Committees:

The SPARK User Group will maintain the following standing committees; Circulation, Cataloging, OPAC, Reports, Resource Sharing, and Events.

Chairpersons of each standing committee will serve as voting members of the User Group Board.

New ad hoc or standing committees can be established by the SPARK User Group Board either independently or upon request from the members.

The committee chairperson will serve a 1 year term with no term limits.

All standing committees must have a charter that is approved by the board.

Article 5: Membership:

Consists of employees of libraries who have signed membership agreements with the Pennsylvania Integrated Library System.

One annual meeting will be held yearly.

Article 6: Amendments of Bylaws

SPARK User Group Bylaws may be amended or repealed by the User Group Board. All such changes must be adopted by a two-thirds majority vote of the membership.
