In late 2019, Solano County and the City of Vallejo issued a Request for Qualifications for the development of the Solano Fairgrounds site in accordance with the Solano360 Specific Plan. The County received responses from four development teams:
The Solano360 Implementation Committee held a meeting on 22 June 2020, during which they selected JLL/IRG and Lewis Planned Communities to submit Request for Proposals (RFPs).
On November 15 2019, Solano County issued a Request for Qualifications for potential developers to submit their ideas for the execution of the Solano360 Specific Plan. Submittals were accepted until January 31 2019 at 5pm.
JLL (Jones Lang LaSalle) and IRG (Industry Realty Group) are proposing to develop the Fairgrounds site in a similar manner to their Pro Football Hall of Fame Village in Canton, Ohio.
This team was chosen to provide a more detailed RFP.
Located in the northern part of the Entertainment Commercial zone defined in the Solano360 Specific Plan, the developers propose constructing a hotel with an indoor Six Flags water park. Possible other amenities include club sport facilities, concerts, and annual festivals.
The developers are proposing to create a mixed-use "town center" next to a central water feature. This area will be "pedestrian-oriented" and will provide restaurants, entertainment, retail, and multifamily residential uses. Amenities may include special events, such as farmers markets, live concerts, and outdoor movie screenings.
The developers are proposing a future expansion of the "town center" area that would have increased density and more mixed-use retail and entertainment.
The developers are proposing to round out entertainment-based uses with active entertainment and sports-oriented development. This may include a parking garage and additional high-density residential uses.
Lewis Planned Communities is another developer who has an active presence in Solano County. Lewis is the developer for the Fairview at Northgate project, which is located right across I-80, along with the Villages at Fairfield. They also have other proposals throughout the County, including Blue Rock Springs and Green Valley Village.
Their proposal as a whole intends to provide urban greenery through gardens and parks. The design also intends to encourage walking, in conjunction with complete streets and the planned transit center.
This team was chosen to provide a more detailed RFP.
Located west of the "Fair of the Future," the 25.1 acre Visitor Serving District will house retail, restaurants, a hotel, offices, and other mixed uses. A pedestrian promenade titled "The Crawl" will be a mixed-use retail core with restaurants, small shops, and urban open space. At the end of "The Crawl," a hotel will be located right on the lake waterfront and will overlook a regional sports complex.
Located between the Visitor Serving and Boulevard Districts, the six acre Lakefront district will have a trail adjacent to the lake with access to the regional sports complex.
Located south of the Lakefront District, this 32.8 acre district will consist of apartments and row townhomes along boulevards. This district will contain a mix of uses, including artist flats, retail, and live/work units.
Located on a 24 acre site adjacent to I-80, an Active Sports Complex will tentatively provide seven soccer fields, four baseball fields, sports courts, and a sports center building.
Located at the southern tip of the specific plan area, a regional commercial flex property will provide additional retail on 8.1 acres.
SHM Partners, on behalf of North Bay Media Campus, LLC, desires to create a film/television studio with a retail backlot on an 18 acre portion of the 149-acre site.
SHM Partners is the operator of Film Mare Island and is also a possible tenant for part of the Nimitz Group's redevelopment of North Mare Island.
The developers propose to create a 60,000 square feet studio to meet a variety of production needs. The studio will have four sound stages, along with space for movie/TV production, executive office space, dressing, hair/makeup and wardrobe rooms, mills, commissary and a multi-purpose theater.
Also proposed is a 600-student film school collaboration with a local university.
The developer proposes to create a studio backlot that will be themed as a retail/entertainment district and will be located next to the sound stage. The public will be able to explore the backlot.
Sonnenblick, working with Six Flags, desires to create a Six Flags water park located inside a hotel.
The developer proposes creating a 350-400 room hotel that will house an indoor water park operated by Six Flags. Additional amenities include restaurants, entertainment, sports facilities (including esports), and retail.
The developer proposes having a golf area, along with restaurants, a large sports retailer, and other entertainment facilities. Open space via walkways and rivers will allow for picnics and other family gatherings.
This area, which may also become an outdoor entertainment area, will allow for regional art and music showcases, such as a concert.
