The Solano360 Specific Plan aims to revitalize the Solano County Fairgrounds site into a public entertainment district with private mixed-use development. The county-owned site consists of 149.1 acres, with 111.7 acres available for private development. 27 acres are to be used solely for uses beneficial to the fair, such as parking.
The Solano360 Implementation Committee chose to solicit a Request for Proposals from JLL/IRG and Lewis Planned Communities during their 22 June 2020 meeting.
On November 15 2019, Solano County issued a Request for Qualifications for potential developers to submit their ideas for the execution of the Solano360 Specific Plan. Submittals were accepted until January 31 2019 at 5pm.
The Solano360 Implementation Committee will select from which developer teams to solicit Request for Proposals (RFPs). The RFPs will ask for more details regarding land use, financing, and timelines.

35 acres of the site are dedicated to the "Fair of the Future," which will consist of a new exposition hall, open space venues, and parking. Proposed improvements per the Specific Plan include a new water feature, a demonstration farm, an arrival plaza, and an event lawn.
2.2 acres of the site will be dedicated to a transit and parking facility, with Phase 2 resulting in the construction of a parking garage.
24.7 acres will be dedicated to major roadways and public parking. By Phase 3, a parking garage will be constructed in the southern portion of the site.
Six acres of the site will be dedicated to Creek Park, which will connect the Public Entertainment Core to the Fair. The 17.9 acre Fairgrounds Channel will also run through the site.
18.8 acres of the site will be dedicated to entertainment-oriented commercial uses, such as restaurants and retail. Buildings will be clustered in the northern part of the site and will have ground-floor commercial with potential for office or housing uses on the upper floors.
50 units of housing will be allowed through a Conditional Use Permit from the City of Vallejo.
30 acres of the site will be dedicated to a major entertainment use. Potential uses include an entertainment commercial structure, outdoor rides, or other attractions.
Consisting of 72,000 square feet, the new exposition hall provides a 50,000 square feet space that can host a variety of events, including conventions, consumer shows, and festivals.
Phase 1 will consist of upgrading and expanding the Fairgrounds through the creation of a new Exposition Hall, outdoor venues, and public amenities. This phase will be split into phases 1a and 1b and will take place throughout years 1-5.
Phase 2 will see the creation of a major Entertainment and Commercial development, along with some other entertainment/mixed-use development.
Throughout years 16-25, Phase 3 will expand parking facilities and intensify Fairgrounds venues and other development.
