Developed by Vallejo-Fairview Developers, LLC, the Fairview at Northgate project will build a new Costco, commercial area, and a 178-unit residential neighborhood on a 51.3 acre site between Admiral Callaghan Lane, Turner Parkway, and Rotary Way.
The project will construct a 152,138 square feet Costco with a tire center and gas station that can have up to 30 fueling stations. The current Costco at 198 Plaza Drive will be closed. The site will also feature a four-building commercial center with 27,500 total square feet of space. One of these buildings will be a drive-thru restaurant.
A 5.7 acre central open space buffer containing protected wetlands will be located between the commercial and residential parts of the project. A 12-feet pedestrian trail will connect the two.
As part of the development, Admiral Callaghan Lane will be widened to four lanes and a traffic light will be installed at the entrance to Costco. A bus stop will be added at the intersection of Admiral Callaghan Lane and Turner Parkway. 962 parking spaces will be provided on the commercial side of the project.
The applicant is also requesting a Major Use Permit to allow Costco to receive deliveries between 2am and 6am within 300 feet of a residential neighborhood. Additionally, two 10-feet monument signs and two 30-feet pylon signs are proposed.
The residential neighborhood will consist of two different building types: 92 houses with private front courtyard and alley-loaded garages (Cluster Lots) and 86 with traditional driveways with front-loaded garages (Single-Family Lots).
During the City Council's 21 July 2020 meeting, staff revealed that the project will be coming back to the Council for some changes as early as September, as a “very famous coffee company” wants to have a drive-thru as part of the retail component of the project, so some additional entitlements are needed.
A Draft Environment Impact Report (DEIR) was released by the City of Vallejo on January 17 2020.
A Planning Commission study session on the DEIR will be held on January 22 2020.
A public hearing on the DEIR was held during the Planning Commission meeting on March 2 2020.
On 30 April 2020, Vallejoans United filed an appeal requesting that the City Council overturn the Planning Commission's approval of the vesting tentative map, claiming that the Planning Commission violated CEQA by not approving the Environmental Impact Report (EIR) before approving the map. However, CEQA states that only the City Council can make decisions on certifying EIRs.
The City Council, during its 9 June 2020 meeting, approved the project and overturned the appeal from Vallejoans United.
