2019-2022 Contract

General Information

The SMC Faculty Association membership and the Santa Monica Community College District trustees have now approved the proposed 2019-2022 faculty contract. Membership voted 458-5 to approve, and the trustees voted 7-0 to approve.

What are the changes to the contract?

There are a number of significant changes and improvements successfully negotiated in this contract. (Each point below links to more information.)

      1. Salary increase:
          1. 2019-20: 2.5%, retroactive to the beginning of Fall 2019
          2. 2020-21: 1.5%, with re-openers by either party (if re-opened by the district prior to August 31, 2020, the 2020-21 raise will not be implemented until agreement is reached)
          3. 2021-22: 1.5%, with re-openers by either party (if re-opened by the district prior to August 31, 2021, the 2021-22 raise will not be implemented until agreement is reached)
      2. Part-time faculty pay equity:
          1. All current part-time faculty with assignments at less than load factor 1.0 will be moved to the same salary schedule as other part-time faculty members
          2. All current and new part-time faculty members will have the right to be placed on or moved to Step 4 if they can document sufficient prior experience
      3. Part-time faculty with Associate Faculty status will not immediately lose the status upon receiving a "Needs Improvement" peer evaluation
      4. Student evaluations will be carried out via an online system, TBD.
      5. Chair Compensation and Duties
          1. Chair compensation structure changed to eliminate payment of biannual stipends
          2. Clarifies duties and responsibilities of Library and Health Sciences chairs in Appendix Q
          3. Agreement to continue discussions on additional reassigned time for certain chair responsibilities
      6. Agreement to continue discussions on faculty leadership roles and compensation
      7. Clean-up of Appendix R: Stipends and Additional Compensation
      8. Clean-up of Article 4 to align with the Janus Supreme Court decision on agency fee payers

What happens next?

The SMC Faculty Association and District negotiating teams will finish language insertion into the new contract, along with creation of salary schedules that accurately reflect the agreement. Then the new contract will be published and available to all on the SMCFA website and on the district website. Printed copies will also be made available.
