Dr. Serrano became part of PhilSOL in 2012 as one of the members of the board and in 2015 as chairman.
The position of National Director has been vacant since March 2021 due to the passing of former Director, Dr. Abraham N. Vallega and the exercise of administrative control and supervision over the ministry of Philippine Source of Light must pursue its momentum. So, on March 18, 2021, the Board of Philippine Source of Light (PhilSOL) unanimously approved Dr. Serrano as Interim National Director, for the ministry to continue, and on the August 9, 2022, the PhilSOL Board unanimously decided, approved, and confirmed on Dr. Serrano from an Interim to an official position as National Director of PhilSOL.
Dr. Serrano is the Senior Pastor of Global Bible Baptist Church - Taguig City.
