SILAY Inc. employs Community Organizing to impel the community-based association as the primary driver of change and to address the issues confronting it. SILAY Inc. community-based associations work together to address capacity gaps across the sector and communities, strengthening cohesion and sharing views on issues affecting sectors and the communities. The community organizing factor, existing association, functional and non-functional, is provided with a capacity development platform along with the newly formed associations to scale up their role not just as beneficiaries but as a co-actor and working force that responds to the immediate concerns of the communities. The intervention is also geared toward strengthening the community-based associations' cohesive values, voice, decisions, and actions related to internal and external state. SILAY embraces the principles of asset-based, environmental protection and conservation, community resilience, Gender equality, disability, and Social Inclusion, in the context of empowerment and sustainability.
SILAY’s drive for community development adheres to the principles of participative, consultative, culture-sensitive, and ecosystem dignity. In community development, there should be a framework that allows people to participate in all stages of the intervention. The people-centeredness of the change gives the community a sense of responsibility and accountability as they assume the driver's seats of development.
SILAY views that through community organizing, the feeling of being poor and the fatalistic mindset of the marginalized sector will be transformed into a change-seeking behavior, owing to the ability to know the problems and issues, bringing collective solutions, indeed an indicator of empowerment. Sustainability of the community-based association will become a way of life for the people.
The Livelihood and Enterprise intervention is a program will be implemented by SILAY to empower marginalized sectors by providing sustainable income opportunities and strengthening local entrepreneurship. It focuses on disadvantaged groups such as low-income households, women, out-of-school youth, and informal workers who often have limited access to employment, capital, and markets. The intervention is expected to delivers capacity-building activities, including skills training in areas like food processing, handicrafts, small-scale retail, and sustainable agriculture. It also incorporates entrepreneurship development through financial literacy, savings mobilization, and basic business management training, enabling beneficiaries to effectively manage and grow their enterprises.
To support livelihood start-up and expansion, the program will provide access to resources such as livelihood starter kits, seed capital, and linkages to microfinance institutions. Continuous mentoring and coaching are offered to guide participants in business planning, product development, pricing, and marketing. The intervention will also promote market access by connecting beneficiaries to local buyers, organizing trade fairs, and utilizing digital platforms to showcase products and services. It also encourages the formation of group enterprises or cooperatives to enhance collaboration, increase productivity, and ensure sustainability. Through this intervention, SILAY aims to foster self-reliance, improve household incomes, and contribute to inclusive economic growth and poverty reduction within the community.
Climate Change Adaptation (Fisheries, Aquaculture, Farming)
The SILAY Climate Change Adaptation intervention is designed to strengthen the resilience of marginalized communities whose livelihoods depend on fisheries, aquaculture, and farming. Implemented by a non-profit organization, the program supports small-scale fishers, fish farmers, and agricultural households in adapting to the impacts of climate change, such as extreme weather events, rising temperatures, flooding, and changing water conditions.
The intervention promotes climate-resilient and sustainable practices across key livelihood sectors. In fisheries, it supports responsible fishing methods, coastal resource management, and ecosystem protection to ensure long-term productivity. In aquaculture, beneficiaries are trained in improved pond management, water quality monitoring, and the use of climate-resilient fish species. In farming, the program introduces climate-smart agriculture techniques such as diversified cropping, organic farming, soil conservation, and efficient water use.
Capacity-building is a core component of the program, providing training on climate awareness, disaster risk reduction, and adaptive livelihood strategies. Farmers and fishers are equipped with knowledge on early warning systems, seasonal planning, and risk mitigation to better prepare for climate-related disruptions. To reinforce these efforts, the organization may provide access to climate-resilient inputs such as drought- or flood-tolerant crops, aquaculture starter kits, and small-scale infrastructure support.
