Sentrong Linangan ng Samahang Pamayanan Tungo sa Pagunlad (SILAY Inc) is a Non-Profit, Non-Government Organizations based in the province of Camarines Norte, in the Bicol Region. Its officers and leaders are seasoned community development practitioners who come together with the commitment to build a platform for the empowerment of the marginalized sectors in the Region. SILAY seen the outcome and impact of the development framework to be resilient, Cohesive, strong collective action, sharing one voice, and embrace good governance, servant leaders, transparency, accountability the elements that would establish the gate to sustainability.Over the years, Local and foreign NGOs and some government projects implementing programs and projects, organized and formed community-association for the specific project purpose, however, after the project completion the role of association also ended. This typical scenario is true in the region, it is rarely felt community associations graduated and able to stand after the project support. SILAY seeks to drive a more empowering intervention to empower the community – association to stand on their own feet, convert them into change agents instead. They know what is the need and when is exactly needed. SILAY picked in this stage and integrate the capacity and development towards reviving the interest, role and desire of the community leaders to assume the driver’s seats of development.

As Executive Director of SILAY Incorporated, I am proud to lead an organization deeply committed to creating meaningful and lasting impact in the areas of environmental conservation and community development. Our work is guided by a strong belief that sustainable progress must be inclusive—especially for marginalized sectors whose voices are often unheard.

At SILAY Incorporated, we strive to protect and preserve our natural resources while empowering communities to become active partners in development. Through collaborative initiatives, capacity-building programs, and grassroots engagement, we aim to foster resilience, promote environmental stewardship, and improve quality of life.
