Mongolian Efforts and Initiatives for Safeguarding ICH
Ratification of the ICH Convention (2003) by the State Parties spread a spirit, creates ground for basic principle for safeguarding ICH and new possibilities for effective implementing international projects. The experience of international cooperation in the field of safeguarding ICH has shown its professional practice in the world.
For many of us term of ICH and Safeguarding of ICH were new trend we still facing challenges such us lack of experienced experts, professional organizations, financing and systemizing safeguarding of ICH.
This paper considers Mongolian efforts for safeguarding ICH and initiatives, such as capacity building, digitizing of ICH research database, network of “cultural brokers”, establishing of media club for ICH, research on risk assessment of ICH and development of risk management in the field of safeguarding ICH.
Here and now it is time to step forward to create new possibilities and approaches of international cooperation in the field of safeguarding ICH.
My name is Arslan Saruul. In 2003, I graduate Law Faculty of Charles University as an international lawyer. During 2003-2007 I worked at Human Rights Commission of Mongolia as Cultural Rights Officer. Since that time, me and my life were tightened with cultural issue and cultural heritage.
In 2007-2011 I did my Master of Art at Donghua University in Shanghai and graduated as Historian of Costumes.
Since 2012 to present day I working at Cultural Heritage Center of Mongolia as ICH Specialist. My responsibilities are to conduct research on current cultural heritage elements registered on the National ICH Lists, inventory-making of intangible heritage and its bearers and the maintenance and improvement of ICH database. I also actively involved as a team member in various projects and programmes aimed at safeguarding, documentation, inventory-making and transmitting of intangible cultural heritage. For instance, National Program on “Mongolian Traditional Art of Khöömei”, Mongolian Biyelgee: Mongolian Traditional Folk Dance”, “Mongol Tuuli: Mongolian Epic”, Traditional music of the Tsuur”. Also, been involved and worked as National Coordinator of UNESCO’s project on Safeguarding and revitalizing the Mongolian traditional epic.
