Started his professional career in Ministry of Education, Science and Culture of Japan in 1977, he then assumed various posts in the Ministry. From 2001 to 2009, he worked at UNESCO HQs, assuming the post of Director of the Division of Secondary, Technical and Vocational Education, and Director of the Division of Social Science, Research and Policy. After returning to his country, he was responsible for preparation of the UNESCO World Conference on Education for Sustainable Development held in 2014. He published a paper ‘Governance and Policy on ESD’ in ‘Education for Sustainable Development and Disaster Risk Reduction’ (Rajib Shaw and Oikawa Yukihiko (eds.) Springer 2014). Presently he is Director General of IRCI since 2016.
