Good morning,

First, I want to acknowledge the November 1, 2010 meeting notes [redacted] shared below. I believe they are significant to the current discussion and deserve careful consideration. In particular, the notes document CMS’ statements to the neighborhood at the time Madison Central Park was created, including that “organized sports fields will not be allowed,” with weekend traffic specifically identified among the anticipated impacts. Given the history of this property and the neighborhood’s involvement in its creation, I believe this context is directly relevant as CMS considers a materially different use of the space today.

I also want to make sure that everyone involved has the same understanding of my July 31 discussion with DYSA President Chris Pineno and of the information and next steps that remain outstanding. To that end, I have attached two documents:

• Attachment B – Outstanding Information and Requested Next Steps

Attachment A provides a detailed record of my understanding of my discussion with Chris. I have tried to document the conversation fairly, including DYSA’s stated needs and reasoning as well as the issues that remain unresolved. If Chris believes I have misunderstood or inaccurately characterized any portion of our discussion, I welcome clarification or correction.

Attachment B identifies the specific information and review we are requesting before further material action is taken. It also includes the CMS Extended Use Agreement Project Review and Approval Matrix previously requested. We respectfully ask CMS to complete, correct, or supplement the matrix so that everyone has a common understanding of what has been approved, what remains outstanding, who is responsible for each step, and what authority is granted at each stage.

The central issue remains straightforward: DYSA has provided substantial information explaining why additional and more reliable field capacity would benefit the organization. What has not yet been demonstrated is why this particular project, at this particular scale, at this particular location, is needed by Pinewood Elementary and Madison Park and would leave the existing school and surrounding community the same or better off. The community benefit is not clear. Furthermore, independent traffic, parking, wildlife/environmental, noise, and stormwater analyses should be completed to evaluate the potential negative impacts on the community. Underlying data is important for a decision of this magnitude.

I also want to specifically highlight the request for a community meeting in Attachment B. Before that meeting, we ask that residents receive the relevant studies, data, analyses, and CMS process information with reasonable time to review them so that the discussion can be substantive and informed.

Due to existing scheduling conflicts, September 8 is the earliest workable date. We respectfully request that the meeting occur September 8 or later, preferably on a Tuesday through Thursday evening around 7:00 p.m. for working residents Please coordinate the date with [redacted] and me before announcing it, and once coordinated, we ask for approximately two weeks’ notice so residents have adequate time to plan.

Most importantly, we ask that appropriate CMS representatives be present and that the meeting occur while there is still a meaningful opportunity for the information presented and community input to affect the outcome.

Until CMS and DYSA have sufficient information to evaluate the issues outlined in Attachment B and the community has had a meaningful opportunity to review the relevant information and provide input, we respectfully request that no further material approval or irreversible action be taken on the proposal.

Thank you for taking the time to review these materials and for helping ensure that the history of this property, the outstanding factual questions, and meaningful community input are all considered before further action is taken.
