The Major Crimes Division (MCD), or "Major Crimes" as it is generally called, is an elite investigative unit of the Los Santos Police Department which investigates a wide variety of select crimes on a citywide basis which are often high-profile in nature.
Commander
Commander P. Cotton
Commander Cotton was
born and raised in Glendale, SA. He obtained his Bachelor of
Science degree from San Andreas State University, Long Beach.
Detective Holden entered the Los Santos Police Academy in February of
2001.
Commander Cotton has worked as a patrol officer, field training officer,
detective, detective supervisor, field sergeant, gang unit
sergeant, patrol watch commander, gang impact team
officer-in-charge and the Captain, for the Mission Row Patrol Division.
He was promoted to Commander in
July of 2021.
Detective Holden is an expert in the field of gang-related crime, high
profile robbery investigations, serial sex crimes investigations
and labor trafficking.
He has a background in handling high profile incidents as an
investigator, detective supervisor, and an interim-commanding officer. He has
been the lead investigator or directly supervised the Tear Drop
Rapist sexual assault series, Bounty Hunter Blood FBI Task Force,
Operation Pirate Town, Operation Red Rein, Nordstrom Rack robbery investigation, and the Western Bandit robbery series. He has an
extensive knowledge of Los Santos Area gangs and their tactics
utilized for higher-level criminal organizations, such as narcotics
organizations, robbery/burglary crews, and high level
prostitution.
As most cases are homicides, many of the division's investigative responsibilities are seldom seen. The following responsibilities are stated, or alluded, to belong to Major Crimes:
homicides involving:
multiple victims in one incident
explosives (other than acts of terrorism)
exceptionally gruesome cause of death
intense media coverage or high-profile (often tied to the identities of the victim and/or suspect)
homicides committed during the commission of an armed robbery of a bank, armored car, store, or other comparable facility
homicides and suspected homicides when the victim(s) are found on public/city property (e.g. a city park)
solicitation, extortion, or conspiracy to commit murder (murder for hire)
investigating and arresting individuals involved in criminal activity that may be connected to a larger criminal enterprise
incidents where an LSPD officer or employee (including retired employees) is killed or seriously injured as a result of being the victim of, or suspect in, a crime
any investigation as assigned by the Chief of Police or Director of Operations
requests for assistance from area detectives
requests for assistance from outside law enforcement agencies
select high-profile sexual assault investigations and sexual homicides
select kidnappings and missing persons when:
assigned by the Chief of Police or Director of Operations
the case has intense media coverage or is otherwise high-profile
the kidnapped or missing person is an LSPD officer
children are involved (especially if the children are designated as "critical missing")
Note: A "critical missing" is defined as any missing or kidnapped child who is under 14 years old and/or has mental illnesses or disabilities
