PhilHealth Konsulta offers a range of primary care services, including consultation and case management for various health conditions that can be managed by a primary care physician and team, as determined by the legal scope of practice. The program also provides preventive health services and assists eligible beneficiaries in accessing services in subcontracted or partner facilities. Referral to specialty and higher levels of care is also available as needed. 

In addition to primary care services, PhilHealth Konsulta also covers select laboratory and diagnostic examinations, which are necessary for case management by the primary care team. These include CBC with platelet count, urinalysis, fecalysis, sputum microscopy, fecal occult blood, Pap smear, lipid profile, FBS, OGTT, ECG, chest X-ray, creatinine, and HbA1c. 

PhilHealth Konsulta also covers select drugs and medicines that may be needed as part of case management by the primary care team. These include anti-microbial drugs such as amoxicillin, co-amoxiclav, cotrimoxazole, nitrofurantoin, ciprofloxacin, and clarithromycin, as well as fluids and electrolytes like oral rehydration salts. The program also covers medications for asthma, fever, diabetes, dyslipidemia, hypertension, thrombosis, and allergies, among others.
