Study on extending sewer to homes on Salishan Spit
Note: this only affects Salishan Leaseholders not currently on the Salishan Sanitary sewer system

NEXT STEPS: Property owners on the Spit who currently have septic tanks and fields (or an undeveloped) lot need to petition the Sanitary Board and Lincoln County Commissioners to be annexed into the Sanitary District. If less than 100% but more than 50% of property owners sign the petition, an election will be scheduled. If a majority of those voting are in favor of annexation, the annexation is approved.
STEP 2: The District determines the available financing options for the construction of the public segment-- the extension of sewer lines and the costs. Another election is required where the funding is approved if more than 67% of voters approve. The project can then be bid and constructed. All property owners share this cost and repayment.
STEP 3: The property owner is ready to attach their property to the sewer line. At that time, the private costs include the costs for the grinder, its installation and the connection from the home to the sewer line at the street, the payment of the SDC to the District and then ongoing monthly sewer utility costs.
CAUTION: All cost estimates in the study are based on November, 2025 construction costs which are subject to change over time due to various factors.
In June, 2025 the Salishan Sanitary District received a Technical Assistance Grant from the State of Oregon to study the impacts of expansion of the Sanitary District to cover the properties on the Spit. Many of these Leasehold properties have septic systems that are nearing the end of their service life or either the bay or the ocean is threatening their septic tanks and disposal fields. The goal of the study is advance planning to identify the most cost-effective way for the Sanitary District to serve these approximate 190 homes, if requested by the Spit community. The study to identify service options and cost impact is complete and available to all leaseholders.
