In the summer of 2019, the board engaged the services of Curran-McLeod Consulting Engineers to evaluate the current status of the current plant, equipment and facilities to plan either needed major repairs and/or major upgrades to meet current DEQ and EPA standards. This study was supported by a grant from Business Oregon.

After a review with all Oregon and Federal funding sources for this type of project, the District submitted an application to the OR Clean Water State Revolving Fund and was accepted for a 30 year loan at 0.9 % interest rate plus a 0.5 % annual admin fee. The payment on the loan starts at the completion of all construction.
The board engaged Curran-McLeod Consulting Engineers in July, 2021 to begin the formal design of the total project which is expected to last until summer, 2024 after all regulatory approvals are obtained. The current design documents can be obtained at https://spaces.hightail.com/receive/zsCUJKxmJh
In Fall, 2022 the board engaged FCS Consulting for a rate study to include future operating costs, loan repayment terms, loan covenants and inflation. Among the recommendations was also to develop a replacement reserve for future capital improvements.
In May, 2024 we finally completed all the required design reviews including environmental reviews and issued the construction bid request. We received 2 bids which were substantially higher than original estimates due to the inflationary factors of the current economy. The board determined to issue the bid award to H P Civil for several reasons:
1) postponement of the deteriorating plant infrastructure would lead to major repair costs and operational issues
2) costs were not likely to go down in the future
3) our current loan terms of 1.4% interest payable on project completion over 30 years was very advantageous given the current interest rate environment
Construction began in November, 2024 and plannend to last until spring, 2025. However, supply chain issues and delivery dates may affect the schedule.
