Mr. Md. SAIFUR Rahman is a professional water resources and environmental consultant specialist with deep expertise in assessing the impacts of global environmental change on the water cycle and its implications for sustainable water resource management, disaster risk reduction, and climate resilience. He integrates cutting-edge technologies with advanced hydrological, hydraulic, and morphological modeling to develop decision-support tools that bridge the gap between science, policy, and sustainable development.

His professional strengths include hydrologic and hydraulic modeling using HEC-HMS, HEC-RAS, and geo-spatial analysis using ArcGIS, and the development of large-scale simulation frameworks using advanced programming and machine learning techniques in Python and R. Saifur has extensive experience in environmental and social assessments—including EIA, ESIA, IEE, and site-specific evaluations—fully aligned with national regulations and the environmental and social safeguard requirements of global development partners such as the World Bank, ADB, JICA, KfW, AIIB, and IFC Performance Standards.

He has contributed to high-impact projects across multiple sectors in Bangladesh—including power, renewable energy, transportation, mining, and local governance—delivering detailed feasibility studies, technical reports, and strategic environmental plans. His specialization extends to ecosystem conservation, socio-economic system analysis, industrial water and wastewater treatment design, and sustainability index reporting.

In addition, he is skilled in soil, water, and environmental laboratory analysis, management system auditing, and ISO standard documentation.
