September 13, 2022, Royalwood Trustee Meeting with Mary Ann Mastorakos and Jim Eckrich


Here are some questions we asked during the meeting and the answers we received:

1. Are there any current ordinances pending that are relevant to our subdivision/residents? None pending.

2. What is happening with the property for sale directly west our subdivision along the South Outer 40 Road? The property west of subdivision on the south outer road has been rezoned for one half acre residential lots known as the Legends of Chesterfield. The developer, Lombardo Homes, plans to build thirteen one half acre, single family, owner-occupied homes consistent with other residences along Schoettler Road with entrance across from Highcroft Drive and a thirty foot landscape along the south outer road, approximately 3 acres. Status - Awaiting plot plan. 

3. Are there plans by the city to repair residential sidewalks/streets?  If so, how do we gain a work order to do so for Royalwood? Plans are in the works but the project is extensive and will take several years. Currently the city is sending out two man crews to grind down uneven walks. Contact Public Works to gain a work order.

4. How do residents report and get action to remove the black gall diseased trees along City residential streets and sidewalks? No known cure is available. When trees are 50% dead the city arborist can be called to inspect to determine if removal is necessary. A work order is required from Public Works; the removal list is extensive.

5. What are the chances of updating the ordinance on residential home grass ctting height to lower it from 7 to 5 or less inches? Not under consideration.

6. What, if anything, can subdivision do to restrict/limit the number of rental homes within subdivisions? Via the indentures, which are being amended

7. With regards to rentals-Is there a way to give an amount of time and then houses can no longer be rented or do they have to be grandfathered in? If they have to be grandfathered, what is the timeline? How many tenants can there be in a rental? Again, via the indentures.

8. Are there any actions the city can take with regard to exterior home maintenance? Contact the compliance Officer/Enforcement Officer. Reference Ordinance 1932.

9. Are there any plans by the City/County/Feds to reassess the noise levels emanating from Hwy. 64 traffic around our subdivision? Talk to the PD. Reference Ordinance 2942.

10. What are the chances of creating sound restriction barriers with heavier fines along the Hwy 64 corridor especially adjacent to Royalwood? Not under consideration. Mary Ann is checking further into this.

11. Excessive speeding along the outer roads has become horrible (and dangerous).  How can the police do a better job of enforcing speed limits and heavier fines? The PD is trying to do this.

12. Litter along the outer roads and roadways adjacent to Chesterfield streets is an embarrassment.  Can Chesterfield initiate an anti-litter program and raise fines for littering? Not under consideration. 

13. Are there any Chesterfield ordinances forbidding (or restricting) Airbnb-type  rentals?  Yes. Ordinance number or policy number is not known.

14. Increase in deer in deer population, especially in residential areas and open areas within Chesterfield subdivisions and abiding near City streets. the area Does Chesterfield have any intention to implement some type of game management. Deer Mangement policy. Not realistic for Royalwood. The deer management policy is available for review. If you need a copy, email the Trustees or request it through the website.

15. Utility work in Subdivision Notification thru Chesterfield; city notifies subdivision trustees who notify residents; clean-up of greenery cuttings. This is not being done consistently and needs to be addressed by the city with the utilities. Mary Ann will check and report back to us.

16. Suggestion:  Chesterfield Subdivision Trustees bimonthly meetings with City management. The first meeting was held on November 16. More are under consideration, perhaps on a quarterly basis.
