In the next decade, the ASEAN region will experience unprecedented growth in the volume of intra-regional trade. Most of this trade will come across the many borders (land and sea) that unite the region. In order to minimize the negative side effects of trade and the impact of transnational organized crime (TOC) ASEAN Members States are encouraged to consider the following road map of actions which are divided into four key areas:
Actions to change or adapt legislation and national strategies to achieve macro objectives. Policy changes require decisions at a political level.
Actions taken to guide plans that result in infrastructure investments. Finances provide the resources to effectively address TOC challenges.
Actions taken by ministries (for example: Home Affairs or Public Security) to implement policies or to enact strategic choices.
Actions taken at the provincial or departmental level (for example: border location, immigration office or sea port) to address immediate risks and to prepare for emerging threats.
