Keynote Addresses by the Deputy Prime Minister and Minister of Justice; and the Minister of Transport, highlighting the security agenda for the ASEAN Region, the expected impact of trade and integration and the opportunities for a regional response and action plan, and the need to move forward with shared solutions. As the next Chair of ASEAN, Thailand will provide guidance of regional efforts to secure ASEAN borders.
Statements by event co-hosts to define the primary objectives of the conference and identify the expectations for discussion among participants. A primary outcome of the conference is an acknowledgement by ASEAN Member States of the fundamental link between justice, security and trade. Participants will be encouraged to find solutions and create a plan of action to synchronise the economic and security agendas.

Presentation on actions taken by Indonesia to improve cross-border cooperation with ASEAN neighbors. National policies taken by the Government of Indonesia within the context of trade and regional integration will be presented. The primary risks associated with transnational organized crime and terrorism will be placed within the scope of increased trade particularly in maritime settings.

Presentation on actions taken by Canada to address the challenges experienced by the Government to ensure that the North American Free Trade Agreement (NAFTA) facilitates a high volume of trade and transport, while at the same time maintaining a robust approach to the risks of transnational crime. Lessons from the North American region will be reviewed in the context of the ASEAN Economic Community and recommendations will be presented for consideration by national governments.

Presentation on the role of parliamentarians and their ability to advocate the demands of citizens and constituencies in the context of a highly integrated ASEAN region. Parliaments and other policy-making bodies are instrumental in ensuring national policies strike the right balance between greater cross-border trade and ensuring that communities are safe and protected against the societal harms associated with regional integration.

Presentation on the role of financing institutions that support infrastructure, capital works and development projects in ASEAN and summary of risks faced by national governments to reach infrastructure goals. Recommendations for national ministries of planning, capital development and finance on actions to take to ensure a balance between trade integration and protecting border communities.

Presentation on the experience of other regional and political groupings that address the impact and role of migration of labor across borders. Volume of migration within ASEAN is expected to increase over the next 5-10 years with significant impact to individual countries and the region. Recommendation for national governments will include relevant examples of effective policies to control migration but also facilitate the movement of people towards locations where jobs and livelihoods are available.

Presentation on challenges faced by ASEAN to finance trade and improve overall transparency of cross-border transactions. The preparedness of countries to tolerate more trade, to manage complex supply chains and to ensure regulatory regimes will be discussed. Recommendations to address the ongoing threats to governance will include policies that utilize technology, and efforts that seek to raise the capacity of officials in all affected countries.

Presentation on actions that can be taken by national governments to prepare ministries, departments and individual officials for upcoming changes across the ASEAN Economic Community. Recommendation by the Ministry of Commerce will highlight Thailand's experience in preparing for increased trade across borders in the context of reduced controls and harmonized regulations.

Presentation on pragmatic and technical solutions for securing sea borders and maritime corridors while maintaining a vibrant trade region. The presentation will include descriptions of actions by Customs to inspect goods and services. And descriptions by Police on actions to use multiple sources of information to identify threats of transnational organized crime.

Recommendations by national and regional security experts will provide examples of tech-enabled approaches in ASEAN and other regions.

Presentation of policies at national and regional level to address the growing threat of foreign terrorist fighters who are travelling across the ASEAN region. Regional integration and the diversification of organized crime and terrorism present a credible risk to the peace and security of communities. Recommendations will seek to address the nexus of crime and terrorism in the Mekong-Sub Region, the Sulu Sea and Java Sea.

The ASEAN Community Vision 2025 emphasises connectivity and integration while reducing borders and improving transport. It is built on three pillars: economic, security-political, and cultural integration. As the ASEAN region increases connectivity and strengthens trade linkages, threats arising from trafficking and associated criminality are becoming truly integrated within the region, and beyond. The recommendations in the roadmap will include specific actions for ASEAN Member States within the 2015 timeframe.
The Government of Thailand, with the support of UNODC will champion maritime, land and air border management as a regional focus. The roadmap (summary review and recommendations) is a set of proposals to begin this important process.
