An Eagle Scout service project is a significant undertaking where a Life Scout plans, develops, and gives leadership to others in a project that benefits a religious institution, a school, or the community, specifically excluding Scouting America itself. The primary purpose of this project is to learn, improve, or demonstrate leadership skills, and it is evaluated based on its impact and the leadership provided by the candidate.
The Eagle Project must:
Be planned, developed, and led by a Life Scout
Benefit a religious institution, a school, or the community (excludes Scouting America)
Have its proposal approved by the benefiting organization, unit leader, unit committee, and council or district before any work begins
Provide sufficient opportunity to demonstrate leadership to others

Not be primarily a fundraiser for a commercial business, or routine labor unless it requires substantial planning and leadership
The Eagle Project is NOT a preplanned activity by the beneficiary, routine labor (like stream clean up or landscaping),
benefit for profit, or a fundraiser.

The proposal must demonstrate that it can meet five tests:
It provides sufficient opportunity to meet the Eagle Scout service project requirement (planning, development, leadership benefiting the institution, school, or community).
It appears feasible.
Safety issues will be addressed.
Action steps for further detailed planning are included.

Developing Idea(s)
Brainstorm project ideas.
Discuss ideas with your Eagle Project Coach.
Meet with your Sponsor to confirm feasibility.
If the idea is not approved, refine and repeat.
Draft and Review the Proposal
Write your Draft Proposal.
Share with your Eagle Project Coach for feedback.
Submit to the Troop Proposal Review Board (through the Eagle Project Coach).
If edits are required, revise and re-engage with Sponsor/Coach as needed.
If scope changes, revise accordingly and resubmit.
Prepare your Final Proposal.
Obtain Approvals
Request signatures from Sponsor, Scoutmaster (SM), and Committee Chair (CC).
If signatures are not obtained, meet with your Coach to determine why and fix the issues.
Once signed, schedule a meeting with the District Representative.
Meet with the District Rep for final proposal approval.
Plan the Project
Develop a detailed Project Plan.
(Optional) Review your plan with your Coach for feedback.
Execute and Report
Carry out the project as planned.
Write the Final Project Report.
Obtain all final signatures.
