The Private Sector Representative (PSR) must be considered a land use planning expert from the private sector. The Secretariat of the RLUC is tasked to assess and review the applicants or nominees based on the minimum criteria and other considerations and will submit a shortlist to the RLUC Chairperson who shall select the experts for the RLUC.
The applicant or nominee must meet all the following minimum criteria:
Filipino citizen of legal age and a resident of Region VI
Minimum of three years of experience in physical planning, including but not limited to physical and environmental planning, urban and regional development planning, transportation planning, among others
Not hold any government position in any capacity while serving as private sector representative to RLUC
Understands the voluntary nature of work in the committee without monetary compensation
Willingness and ability to participate in all RLUC activities
The experts will sit in the technical board of RLUC and will undertake the necessary review of plan documents as mandated by existing laws, rules, and regulations.
In case a vacancy occurs due to circumstances other than the expiration of the prescribed three-year term i.e. resignation from the committee, death, or permanent disability, the RLUC may determine the manner in which the vacancy will be filled up. The appointees to such vacancy will only serve the remaining unexpired portion of the three-year term.
The experts will have a term of three years and may be reappointed through the prescribed process of selection.
The nominees must not have been directly or indirectly involved in the formulation of development plans for the provinces of Aklan, Antique, Capiz, Guimaras, and Iloilo, and the highly urbanized city of Iloilo within the past three years (July 2022 – June 2025). Any nominee found to have such involvement may be disqualified due to conflict of interest.
To ensure broader participation, PSRs who served during the previous term will no longer be eligible for reappointment. However, the organizations that previously nominated them may endorse a new candidate.
