The Regional Land Use Committee (RLUC) deals with land use and physical planning, decides on land use conflicts involving two or more provinces and provides policy directions in the performance of their physical planning functions.
The Executive Order 720, series of 2008, amending Letter of Instruction No. 1350, otherwise known as “Providing for an Institutional Framework for National Physical Planning” serves as the legal basis for the organization of the Committee.
The RLUC covers land use and physical planning and decides land use policy conflicts involving national government agencies as well as local governments (provinces and highly-urbanized cities) and provides policy directions in the performance of their physical planning functions.

The Regional Physical Framework Plan provides a framework for regional development and the desired spatial configuration and landscape of the region upholding policies and recommendations prescribed in the national framework.
