Received recognition of Seal of Excellence from Civil Service Commission in February 2017
The Civil Service Commission conferred Rizal Medical Center the prestigious PRIME-HRM Bronze Award for having met the Level II maturity indicators in all of the four (4) core HR systems under CSC Resolution no. 2000-111 dated January 21, 2021. The plaque of recognition was received by our Chief Medical Professional Staff II, Dr. Maria Rica M. Lumague before Dir. Noel V. Salumbides of the CSC-DOH Field Office last February 18, 2021.
Rationale
It empowers an agency to become self- managed in human resource development and management.
It is anchored on the principle that meeting government employees’ needs through the provision of quality HR systems and policies would translate to better service to clients.
What is the program about?
PRIME HRM is a mechanism designed to elevate the human resource management of the public sector to a level of excellence through the Assessment, Assistance, and Award processes.
These tackle HRM systems, practices, and competencies, and utilize HRM Maturity Level indicators that meet global standards

Human Resource Department
RSP – Human Resource Merit Promotion & Selection Board (HRMPSB) & Special HRMPSB, chaired by the CAO & CMPS II, respectively
L&D – Human Resource Development Committee (HRDC), chaired by the CTO
PM – Performance Management Team (PMT), chaired by the CMPS II
R&R – PRogram on Awards & Incentives for Service Excellence (PRAISE) Committee, chaired by the MCC or his/her designated representative
Maturity Levels/ Indicators
“Maturity” relates to the degree of formality and optimization of processes, from ad hoc practices, to formally defined steps, to managed result metrics, to active optimization of the processes.
Where are we right now?
Level 2 – Process-Defined HRM
Processes are attuned to the Agency’s requirements.
There is goal-oriented decision-making.
Some processes are proactively managed through the use of automated systems but the integration of data is not fully in place.

In other words, we are at Level 2 : INTERMEDIATE
