Healthcare is something that matters to us all. Yet, in spite of the universal need, we have vastly different opinions on how to approach the system. My goal with healthcare is to create different policies for different needs.
First, I intend on tying healthcare for those who are employed to my tax incentive program. As a simple example, assume you pay $250 per pay period for your insurance. I want your employee to cover that cost, and in exchange, I'll give the employer that $250 in tax credits PLUS an additional 10%. This means they make money off of helping you cover your insurance costs. The better the policy typically means the more expensive the cost. However, by making the employer benefit a percentage-based one, they are incentivized to purchase the best policy they can!
Second, I want to expand market access across state lines. In order to obtain the best possible policy, we need to expand access to as many companies as possible.
Finally, for those who do not have access to insurance normally, I want to expand the affordable care act by creating packages that individuals and small businesses can buy into. These bundles will act similar to mortgage-backed securities, with a set number of policies included to help equalize costs across bundles. These prices will be negotiated by government regulators for fair market value. Additionally, insurance companies will be incentivized similar to employers (as above) for lowering costs, encouraging them to keep costs low by writing off a certain portion of costs for low-income individuals who may need assistance paying for insurance.
