Mission Statement
The River Hill’s Diversity Association was formed with the goal of building an accepting community that supports and celebrates the multitude of cultures, ranging from Africa, Asia, Europe, the Americas, the Middle East, and faith based groups, represented in our school.
Community Partners
RHDA believes in the power of partnerships to build connections, amplify voices, and support meaningful change. By collaborating with organizations, we ensure a wider reach and greater impact, promoting diverse perspectives and strengthening our shared goals of inclusion, equity, and representation. We welcome student organizations, community groups, nonprofits, faith-based organizations, businesses, and advocacy groups that align with our DEI values.
School Partners
RHDA invites groups to join us as a member, with two (2) liaisons on The Central Council. This council will meet quarterly to discuss ideas and requests for assistance. RHDA offers support through coordination, communication with administration, and volunteer assistance. Our goal is to help small groups collaborate, strengthen representation, and promote cultural education without taking control.
Central Council
The Council will serve as a central forum for RHDA’s ideas and collaboration. Members Each partner group will have two (2) liaisons chosen by their respective group, and Each partner maintains the right to have (2) liaisons, but is not required to have them.
Committee of Planning
The Committee of Planning will have the role of taking events approved by the Central Council and planning them. They are responsible for the execution of the event.
Leadership
The Chair of the Committee of Planning will be the chairperson of the committee, and
The Chair may appoint a number up to, but not exceeding five (5) officers to aid in their duties.
Presidents
The Presidents will lead all meetings of the Central Council. There will not exceed two Presidents. Each President will have a focus area, one of internal affairs and one for external affairs. They will serve as the spokesperson to the sponsors and school administration. They will be responsible for calling the Chairperson to speak to the Central Council when they determine it is needed or when the Central Council requests it. They will serve for a term of one (1) school year after appointment by a sponsor or through a sponsor approved election method.
Vice-President
The Vice-President serves as the deputy to the President. They assist in all of the same roles and can assume the role of acting-president. They will be appointed by the Presidents for a term of one (1) school year.
Chair of the Committee of Planning
The Chair will be appointed by the Presidents for a term of one (1) school year. Their role will be to lead The Committee of Planning. They will report to the Presidents and Vice-President about the Committee’s progress. They will also be the spokesperson for the Committee to the Central Council.
General
All powers are listed here or are implied when needed to fulfill a listed power. Sponsors and President(s) can interpret what powers are to be given to each officer.
Exceptions
The Howard County Public School System, River Hill High School, and its administration and staff retain the authority to override any RHDA decisions or actions.
Representative Choosing & Partner Group Protection Clause
Partners reserve the right to choose representatives for each position they are responsible for (e.g. Central Council liaisons, committee participation, etc.) in any way they see fit.
Impeachment & Removal
Only the RHDA’s RHHS sponsors can remove the Presidents.
The Presidents have the authority to remove any officer they have appointed, if they believe the officer is not fulfilling their duties. Vacancies must be filled promptly.
Amendments to this Charter may be made with mutual agreement between the Presidents and the RHDA sponsors.
