Google Earth Pro is a desktop application that is downloaded from the web and operates on your laptop. The basemap imagery is updated from the web, but all of the content that you create is stored on your laptop (not on the web). If you cache the imagery that you plan to use, you can use Google Earth Pro in a limited sense when you are not connected to the web.
