The RECALL project materialized in the conference that was successfully held on October 03, 2024 at the Council Hall of Magliano Alpi, bringing together 15 representatives from the municipalities of Preiļi and 15 from the municipality of Ādaži in Latvia, as well as 30 participants from the municipality of Magliano Alpi, representatives of local associations such as Gruppo Alpini and Pro Loco di Magliano, small businesses such as Impresa Digitale, and local citizens.
Started in 2023, the RECALL project aims to promote intercultural exchanges, transnational cooperation and effective local governance, connecting the three municipalities of Magliano Alpi, Preiļi and Ādaži to facilitate the creation of new Renewable Energy Communities (REC) based on the Green Deal through the exchange and mutual sharing of good practices, being Magliano Alpi the first Renewable Energy Community in Italy.
Building on the foundations laid by the previous COME RES project, which aimed to integrate long-term visions with short-term actionable strategies for the adoption of renewable energy, the RECALL project continues this commitment to sustainable energy practices.
Despite the setback caused by a plane crash that cancelled the flights of the Latvian delegates on the day 01.10.24, the conference was postponed to the next day (03.10.24) than planned (02.10.24) and all parties managed to attend, embodying the themes of European friendship and cooperation.
The conference focused on sharing energy saving success stories of the three participating municipalities and strategies for the development of renewable energy communities (RECs) in Latvia.
The participation of many female entrepreneurs and the high enthusiasm of all participants were considered vital components of the meeting.
The RECALL conference was an opportunity to establish new connections and collaborative efforts, promoting the development of a model for new energy communities based on the result of the Magliano Alpi CER.
The agenda included a formal welcome by Mayor Marco Bailo, followed by several presentations by significant figures in the energy sector. Speakers included Sergio Olivero from the Energy Center of the Polytechnic University of Turin, who discussed the energy landscape in Europe and shared best practices from Magliano Alpi, the first renewable energy community in Italy established in 2020. Giuseppe Dell'Olio, engineer from GSE, also representing Minister and President of GSE Paolo Arrigoni, offered insights into the challenges and needs of establishing RECs; dr. Ilaria Garelli, supporting the Municipality of Magliano Alpi, explained the CERV program and the financing of the RECALL project.
The conference also has information sessions by the mayors and representatives of Ādaži and Preiļi. Mayor of Ādaži, Karīna Mikēlsone, expressed gratitude for the cooperation and highlighted the cultural heritage of the city, and Ivars Jankivskis, Head of the Energy Management Department of the Municipal Agency "Carnikavas Komunalserviss" presented the energy saving initiatives of Ādaži. The presentations of Preiļi, led by President Ārijs Vucāns and Ieva Pakere, associate professor at Riga Technical University, energy auditor and energy expert, included a detailed analysis of the local energy needs and the commitment to align the efforts with the Green Deal strategy.
Before lunch, the participants then visited the energy plants and the CER of Magliano Alpi, to see its operation in person and ask all the relevant questions.
In the afternoon, the legal framework of energy communities in Latvia was heard by Gunars Valdmanis, director of the Department of Energy, a speech thanks to which it was possible to understand the legislative differences between Latvia and Italy, thus highlighting a barrier that wants and must be broken down in order to create new CERs in Latvia. The application of CERs in Latvia is feasible and the prod-user perspective of the municipalities involved (with the creation of CERs the municipalities become simultaneously producers and consumers of shared energy) will be very effective in its realization. The real energy savings could be analysed by the data in hand of the workshop led by Gilda Massa, an engineer from ENEA, who entered the data of the bills of the Latvian municipalities into the web application tool RECON, being able to establish with concreteness what and how many are the savings of a Latvian CER in the long, short, medium and long term. Finally, always like this. Gilda Massa recognized the importance of women in the renewable energy sectors. A follow-up question-and-answer dialogue allowed further investigations into the technical aspects of the institution of an energy community. Despite the challenges faced during the planning phase, such as the cancellation due to force majeure of the above-mentioned flights, the commitment of the organizing team ensured the presence of all partners, successfully realizing the project objectives.
During the conference, participants held lively discussions on lessons learned, best practices exchanged and the potential impact of renewable energy communities on improving the quality of life in their areas.
The objectives of the conference were significant, as they facilitated understanding among partners on the various legal and practical aspects of energy communities. These discussions focused both on local challenges in tackling climate change and on broader European initiatives aimed at promoting sustainability and energy efficiency.
Delegates were particularly interested in how energy communities (RECs) enable consumers to both use and produce energy, exploring who can participate in the creation of new RECs and how these initiatives can be applied in different contexts, from public institutions to individual households. The conference also fostered reflections on future sustainable developments that could be drawn from the successes of Magliano Alpi and adapted to the specific conditions of Latvian municipalities.
Although legislative differences emerged between Latvia and Italy, common goals were recognized in a climate of great European friendship, and legislative barriers were framed as barriers that can be broken down and opportunities for development: the insights gained from the Magliano Alpi initiatives serve as a model for the establishment of similar energy communities in Latvia, underlining the importance of adequate legal frameworks and planning processes.
The project also aimed to involve local civil society organizations and small and medium-sized enterprises (SMEs) to better assess regional needs regarding sustainable initiatives. This goal was significantly achieved, reaching very broad and transversal targets: citizens, local associations, including those of community groups such as Pro Loco and Gruppo Alpini, companies such as Impresa Digitale, and the involvement as speakers of important personalities linked to the world of renewable energy such as GSE and the Polytechnic of Turin, enriched the discussions, giving rise to concrete ideas.
Furthermore, the online presentation by Gunars Valdamis, Head of the Latvian Department of Energy, who explained Latvia’s energy community regulations, fostered a supportive atmosphere for sharing best administrative practices while exploring different national energy management frameworks. This exchange underlined the common goal of reducing energy costs through active collaboration.
The afternoon workshop, led by Gilda Massa, was particularly impactful. Using the RECON tool, an economic simulator designed to facilitate the establishment of renewable energy communities, the hands-on session involved both delegations in applying insights from the Magliano Alpi practices to the Latvian context. This hands-on approach enabled participants to imagine viable models for energy communities tailored to local realities in Latvia.
The atmosphere during the conference was one of shared learning and openness, and participants encouraged a spirit of resilience and creativity.
The short-term impact of the conference was reflected in the strengthened sense of community among participating municipalities, enhancing the sense of collaboration and collective European identity. The bonds formed during this conference created a basis for future joint projects: Magliano Alpi expressed its willingness to continue the friendship with the Latvian partners in the future, waiting for them again in Italy, and the Latvian partners also expressed their motivation to host the Municipality of Magliano in Latvia as soon as possible, to ensure project follow-up and continued partnership.
In the medium term, the conference significantly increased awareness among different citizens and local organizations about renewable energy. The visibility gained through media coverage, the RECALL webpage and promotional efforts further highlighted the importance of RECs, promoting wider engagement at local, regional and international levels. The ongoing post-conference initiatives will not only improve the energy infrastructure, but also increase community involvement in energy saving decisions, leading to stronger local economies and greater sustainability. The foundations laid will facilitate the implementation of new energy communities, thus improving economic resilience and reduce dependence on external energy sources.
In the long term, the RECALL project aims to integrate sustainable strategies into local governance frameworks, contributing to greater social cohesion and environmental responsibility. The project also prepares the ground for participation in future initiatives, such as the EVOLVE project, submitted under the third EUI call, which will foster lasting collaboration towards the development of effective renewable energy solutions.
In conclusion, the RECALL project exemplifies a commitment to fostering a collective European identity through cooperative efforts in renewable energy. This initiative highlights shared values and challenges among different municipalities, paving the way for sustainable practices that improve quality of life, while recognizing the unique contexts of different territories. The insights gained will act as a catalyst for future actions aimed at establishing a more sustainable, active and interconnected Europe.

Il progetto RECALL si è concretizzato nella conferenza che si è tenuta con successo il 03 ottobre 2024 presso la Sala Consiliare di Magliano Alpi, riunendo 15 rappresentanti dei comuni di Preiļi e 15 del comune di Ādaži in Lettonia, nonché 30 partecipanti del comune di Magliano Alpi, rappresentanti delle associazioni locali come il Gruppo Alpini e la Pro Loco di Magliano, piccole aziende come Impresa Digitale, e la cittadinanza locale.
Avviato nel 2023, il progetto RECALL mira a promuovere scambi interculturali, cooperazione transnazionale ed efficace governance locale, mettendo in contatto i tre comuni di Magliano Alpi, Preiļi e Ādaži per facilitare la creazione di nuove Comunità Energetiche Rinnovabili (REC) sulla base del Green Deal. Attraverso lo scambio e la muta condivisione di buone pratiche, essendo Magliano Alpi la prima Comunità di Energie Rinnovabili in Italia.
Basandosi sulle fondamenta gettate dal precedente progetto COME RES, che mirava a integrare visioni a lungo termine con strategie attuabili a breve termine per l'adozione di energie rinnovabili, il progetto RECALL porta avanti questo impegno verso pratiche energetiche sostenibili.
Nonostante il contrattempo causato da un incidente aereo che ha cancellati i voli dei delegati lettoni del 01.10.24, la conferenza è stata posposta al giorno successivo (03.10.24) rispetto a quello previsto (02.10.24) e tutte le parti sono riuscite a partecipare, incarnando i temi dell'amicizia europea e della collaborazione.
La conferenza ha posto l’accento sulla condivisione di storie di successo nell’ambito del risparmio energetico dei tre Comuni partecipanti al progetto e strategie pratiche per lo sviluppo di comunità di energia rinnovabile (REC) in Lettonia.
La partecipazione di molte imprenditrici donne e il vivo entusiasmo di tutti i partecipanti sono stati considerati componenti vitali dell’incontro.
La conferenza RECALL è stata un'opportunità per stabilire nuove connessioni e sforzi collaborativi, promuovendo lo sviluppo di un modello per nuove comunità energetiche basato sul risultato della CER di Magliano Alpi.
L'ordine del giorno ha visto il benvenuto formale del sindaco Marco Bailo, seguito da diverse presentazioni di personaggi significativi del settore energetico. Tra i relatori c'era Sergio Olivero dell'Energy Center del Politecnico di Torino, che ha discusso sul panorama energetico in Europa e condiviso le migliori pratiche di Magliano Alpi, la prima comunità di energia rinnovabile in Italia istituita nel 2020. Giuseppe Dell'Olio, ingegnere del GSE, anche in rappresentanza del ministro e presidente del GSE Paolo Arrigoni, ha offerto spunti sulle sfide e le esigenze dell'istituzione delle REC; la dott.ssa Ilaria Garelli, a supporto del Comune di Magliano Alpi, ha spiegato il programma CERV e il finanziamento del progetto RECALL.
La conferenza ha incluso sessioni informative da parte dei sindaci e dei rappresentanti di Ādaži e Preiļi. Il sindaco di Ādaži, Karīna Mikēlsone, ha espresso gratitudine per la collaborazione e ha evidenziato il patrimonio culturale della città e Ivars Jankivskis, Responsabile del Dipartimento di Gestione Energetica dell'Agenzia Municipale "Carnikavas Komunalserviss" ha illustrato le iniziative del risparmio energetico di Ādaži. Le presentazioni di Preiļi, guidate dal presidente Ārijs Vucāns e Ieva Pakere, Professoressa associata presso l'Università tecnica di Riga, energy auditor ed esperta energetica, hanno incluso un'analisi dettagliata delle esigenze energetiche locali e l’impegno ad allineare gli sforzi con la strategia del Green Deal.
Prima del pranzo, i partecipanti hanno poi visitato gli impianti energetici e la CER di Magliano Alpi, per vedere concretamente il suo funzionamento e poter porre tutte le domande del caso. Nel pomeriggio, è stato ascoltato il quadro giuridico delle comunità energetiche in Lettonia fatto da Gunars Valdmanis, direttore del Dipartimento dell'energia, intervento grazie al quale è stato possibile comprendere le forti diversità legislative tra Lettonia e Italia, evidenziando così una barriera che vuole e deve essere abbattuta per poter creare nuove CER in Lettonia. L’applicazione delle CER in Lettonia è fattibile e l’ottica prod-user dei comuni coinvolti (con la creazione di CER i comuni diventano infatti al contempo produttori e consumatori di energia condivisa) risulterà molto efficace nella sua effettività. I reali risparmi energetici si sono potuti analizzare dati alla mano del workshop guidato da Gilda Massa, ingegnere dell'ENEA, che ha inserito i dati delle bollette dei comuni lettoni all’interno dello strumento web app RECON, un simulatore economico realizzato da ENEA, potendo stabilire con concretezza quali e quanti sono i risparmi di una CER lettone nel lungo breve, medio e lungo periodo. Infine, sempre l’ing. Gilda Massa ha riconosciuto l'importanza delle donne nei settori delle energie rinnovabili. Un dialogo di domande e risposte di follow-up ha consentito ulteriori indagini sugli aspetti tecnici dell'istituzione di comunità energetiche.
Nonostante le sfide affrontate durante la fase di pianificazione, quale la cancellazione per cause di forza maggiore dei voli sopra menzionate, l'impegno del gruppo organizzativo ha garantito la presenza di tutti i partner, realizzando con successo gli obiettivi del progetto.
Durante la conferenza, i partecipanti hanno tenuto vivaci discussioni sulle lezioni apprese, sulle migliori pratiche scambiate e sul potenziale impatto delle comunità di energia rinnovabile sul miglioramento della qualità della vita nelle loro aree.
Gli obiettivi della conferenza sono stati significativi, in quanto hanno facilitato la comprensione tra i partner sui vari aspetti legali e pratici delle comunità energetiche. Queste discussioni si sono concentrate sia sulle sfide locali nell'affrontare il cambiamento climatico sia sulle iniziative europee più ampie volte a promuovere la sostenibilità e l'efficienza energetica.
I delegati si sono particolarmente interessati a come le comunità energetiche (REC) consentano ai consumatori sia di utilizzare che di produrre energia, esplorando chi possa partecipare alla creazione di nuove REC e come queste iniziative possano essere applicate a diversi contesti, dalle istituzioni pubbliche alle singole famiglie. La conferenza ha anche favorito riflessioni su futuri sviluppi sostenibili che potrebbero essere tratti dai successi di Magliano Alpi e adattati alle condizioni specifiche dei comuni lettoni.
Sebbene siano emerse diversità legislative tra Lettonia e Italia, si sono riconosciuti obiettivi comuni in un clima di grande amicizia europea, e le barriere legislative si sono inquadrate come barriere che possono essere abbattute e opportunità di sviluppo: le intuizioni acquisite dalle iniziative di Magliano Alpi servono da modello per l'istituzione di comunità energetiche simili in Lettonia, sottolineando l'importanza di quadri giuridici e processi di pianificazione adeguati.
Il progetto mirava anche a coinvolgere le organizzazioni della società civile locale e le piccole e medie imprese (PMI) per valutare meglio le esigenze regionali in merito alle iniziative sostenibili. Questo obiettivo è stato notevolmente raggiunto, raggiungendo target molto ampi e trasversali: la cittadinanza, le associazioni locali, comprese quelle di gruppi della comunità come Pro Loco e il Gruppo Alpini, le aziende come Impresa Digitale, e il coinvolgimento come speaker di importanti personalità legate al mondo dell’energia rinnovabile quali il GSE e il Politecnico di Torino, ha arricchito le discussioni, dando origine a spunti concreti.
Inoltre, l’intervento online di Gunars Valdamis, capo del Dipartimento dell’Energia Lettone, che ha spiegato le normative della comunità energetica della Lettonia, ha promosso un'atmosfera di supporto per la condivisione delle migliori pratiche amministrative durante l’esplorazione dei diversi quadri nazionali della gestione dell'energia. Questo scambio ha sottolineato l'obiettivo comune di ridurre i costi energetici attraverso la collaborazione attiva.
Il workshop pomeridiano, guidato da Gilda Massa, è stato particolarmente d'impatto. Utilizzando lo strumento RECON, un simulatore economico progettato per facilitare l'istituzione di comunità di energia rinnovabile, la sessione pratica ha coinvolto entrambe le delegazioni nell'applicazione di approfondimenti tratti dalle pratiche di Magliano Alpi al contesto lettone. Questo approccio pratico ha consentito ai partecipanti di immaginare modelli fattibili per comunità energetiche su misura per le realtà locali in Lettonia.
L'atmosfera durante la conferenza è stata di apprendimento condiviso e apertura e i partecipanti hanno incoraggiato uno spirito di resilienza e creatività.
L’impatto a breve termine della conferenza si è riflesso nel rafforzato senso di comunità tra i comuni partecipanti, migliorando il senso di collaborazione e l'identità europea collettiva. I legami formati durante questa conferenza hanno creato una base per futuri progetti congiunti: Magliano Alpi ha espresso la volontà di continuare l’amicizia con i partner Lettoni in futuro, aspettandoli ancora in Italia, e anche i partner Lettoni hanno espresso la loro motivazione per ospitare al più presto il Comune di Magliano in Lettonia, a garanzia di un follow-up di progetto e una partnership continua.
A medio termine, la conferenza ha notevolmente aumentato la consapevolezza tra le diverse cittadinanze e le organizzazioni locali in merito all'energia rinnovabile. La visibilità ottenuta attraverso la copertura mediatica, la pagina web RECALL e gli sforzi promozionali ha ulteriormente evidenziato l'importanza delle REC, promuovendo un coinvolgimento più ampio a livello locale, regionale e internazionale.
Le iniziative post-conferenza in corso non solo miglioreranno l'infrastruttura energetica, ma accresceranno anche il coinvolgimento della comunità nelle decisioni relative al risparmio energetico, portando a economie locali più forti e a una maggiore sostenibilità. Le basi gettate faciliteranno l'implementazione di nuove comunità energetiche, migliorando così la resilienza economica e ridurranno la dipendenza da fonti energetiche esterne.
A lungo termine, il progetto RECALL mira a integrare strategie sostenibili nei quadri di governance locale, contribuendo a una maggiore coesione sociale e responsabilità ambientale. Il progetto prepara anche il terreno per la partecipazione a iniziative future, come il progetto EVOLVE, presentato all’interno della terza call EUI, che promuoverà una collaborazione duratura verso lo sviluppo di soluzioni efficaci per le energie rinnovabili.
In conclusione, il progetto RECALL esemplifica un impegno a promuovere un'identità europea collettiva attraverso sforzi cooperativi nelle energie rinnovabili. Questa iniziativa evidenzia i valori e le sfide condivise tra diversi comuni, aprendo la strada a pratiche sostenibili che migliorano la qualità della vita, riconoscendo al contempo i contesti unici di diversi territori. Le intuizioni acquisite fungeranno da catalizzatore per azioni future volte a stabilire un'Europa più sostenibile, attiva e interconnessa.

Projekts “RECALL” materializējās konferencē, kas veiksmīgi norisinājās 2024. gada 3. oktobrī Magliano Alpi pašvaldības domes sēžu zālē, Itālijā, pulcējot 15 pārstāvjus no Preiļu novada pašvaldības un 15 pārstāvjus no Ādažu novada pašvaldības Latvijā, kā arī 30 Magliano Alpi pašvaldības amatpersonas un darbiniekus, kā arī vietējo nevalstisko organizāciju (piemēram, ”Gruppo Alpini” un “Pro Loco of Magliano”), mazo uzņēmumu (piemēram, “Impresa Digitale”) un vietējās kopienas pārstāvjus.
2023. gada uzsāktā projekta “RECALL” mērķi ir veicināt starpkultūru apmaiņu, starptautisko sadarbību un efektīvu vietējo pārvaldību, savienojot Ādažu, Magliano Alpi un Preiļu pašvaldības un sekmējot jaunu atjaunīgo energokopienu (turpmāk – REC) veidošanos. Šī sadarbība balstīta Eiropas Zaļajā kursā un labo prakšu apmaiņu, tā kā Magliano Alpi ir pirmā atjaunīgā energkopiena Itālijā. Energokopiena tika izveidota 2020. gadā.
Projekts “RECALL” turpina projekta “COME RES” ieliktos pamatus ilgtermiņa vīziju sasaistē ar reālistiskām īstermiņa stratēģijām atjaunīgo energoresursu ieviešanai. “RECALL” nes tālāk šo apņemšanos pārējai uz ilgtspējīgām enerģētikas praksēm.
Konference norisinājās par spīti incidentam Milānas-Bergamo starptautiskajā lidostā, kā rezultātā atcelta Latvijas delegācijas ierašanās 1. oktobrī. Īstā eiropiešu draudzības un sadarbības garā izdevās noorganizēt konferences pārcelšanu vienu dienu vēlāk uz 3. oktobri, līdz ar to visas puses varēja sekmīgi piedalīties tajā.
Konference fokusējās uz dalīšanos ar triju pašvaldību energoresursu taupības veiksmes stāstiem un pieejām atjaunīgo energokopienu veidošanai Latvijā. Vairāku sieviešu uzņēmēju dalība, kā arī augstais dalībnieku entuziasms, bija ļoti būtiski aspekti sekmīgai konferences norisei. “RECALL” konference bija iespēja nodibināt jaunus kontaktus un sadarbības, sekmējot jaunu energokopienu modeļa veidošanu, balstoties Magliano Alpi REC rezultātos.
Konferences darba kārtība ietvēra formālu uzrunu no Magliano Alpi pašvaldības mēra Marko Bailo, kam sekoja ziņojumi no virkni nozīmīgu personu enerģētikas sektorā. Ziņotāju vidū bija Turīnas Politehniskās universitātes Enerģētikas centra pārstāvja Sergio Olivero, kurš runāja par kopējo situāciju enerģētikas nozarē Eiropā un dalījās ar Magliano Alpi labajām praksēm. Itālijas valsts kapitālsabiedrības “Enerģētikas pakalpojumu pārvaldnieks” (itāļu valodā – “Gestore dei Servizi Energetici”; saīsināti – “GSE”) inženieris Džuzepe dell’Orio un tās prezidents Paolo Arrigoni izklāstīja izaicinājumus un vajadzības atjaunīgo energokopienas izveidei. Dr. Ilārija Garelli, kura sniedza atbalstu Magliano Alpi pašvaldībai atjaunīgās energokopienas jautājumos, pastāstīja par Eiropas Savienības finansējuma programmu “CERV”, un kā tā finansiāli atbalstīja projektu “RECALL”.
Konferencē bija sekcija, kurā uzstājās Ādažu un Preiļu novadu pašvaldību pārstāvji. Ādažu novada pašvaldības domes priekšsēdētāja Karīna Miķelsone izteica pateicību par sadarbību un izcēla pilsētas kultūras mantojumu, savukārt Ādažu novada pašvaldības aģentūras “Carnikavas Komunālserviss” Energosaimniecības nodaļas vadītājs Ivars Jankovskis pastāstīja par Ādažu novada pašvaldības energoresursu un enerģijas patēriņa taupīšanas iniciatīvām. Situāciju Preiļu novada pašvaldībā izklāstīja šīs pašvaldības domes priekšsēdētājs Ārijs Vucāns un Rīgas Tehniskās universitātes asociētā profesore, enerģētikas eksperte un energoauditore Ieva Paķere. Viņu ziņojums ietvēra detalizētu analīzi par pašvaldības enerģētikas vajadzībām un apņemšanos salāgot rīcību ar Zaļā kursa stratēģiju.
Pirms pusdienām konferences dalībnieki apmeklēja elektroenerģijas ražošanas staciju un Magliano Alpi atjaunīgo energokopienu, lai apskatītu tās darbību klātienē un uzdotu jautājumus.
Pēcpusdienā konferences dalībniekus uzrunāja Latvijas Klimata un enerģētikas ministrijas (turpmāk – KEM) Enerģijas tirgus departamenta direktors Gunārs Valdmanis un notika praktiska darbnīca enerģijas patēriņa datu analizēšana, kuru vadīja Itālijas jauno tehnoloģiju, enerģētikas un ilgtspējīgas ekonomiskās attīstības aģentūras (saīsinājumā – “ENEA”) inženiere Gilda Massa. KEM ziņojums ļāva saprast atšķirības starp regulējumiem Latvijā un Itālijā, tādējādi izceļot šķēršļus, kurus nepieciešams pārvarēt, lai Latvijā veidotu jaunas atjaunīgās energkopienas. Tās Latvijā ir iespējamas, un iesaistīto pašvaldību ražotāja-lietotāja perspektīva (tā kā pašvaldības kļūs gan par kopīgotās elektroenerģijas ražotājām, gan par tās patērētajam) būs ļoti noderīga atjaunīgo energkopienu ieviešanā. Patiesos enerģijas patēriņa ietaupījumus varēja analizēt, izmantojot pieejamos datus Gildas Massas vadītajā darbnīcā. Viņa ievadīja Latvijas pašvaldību rēķinu datus tīmekļa lietotnē “RECON”. Lietotne ļāva precīzi noskaidrot īstermiņa, vidējtermiņa un ilgtermiņa enerģijas patēriņa ietaupījumus teorētiskai atjaunīgajai energkopienai Latvijā. Gilda Massa arī atzīmēja sieviešu nozīmi atjaunīgās enerģētikas sektorā. Pēcāk sekoja diskusija, kas ļāva iedziļināties energokopienas darbības tehniskajos aspektos. Konferences dalībnieki aktīvi diskutēja par apgūtajām mācībām, labajām praksēm un atjaunīgo energokopienu potenciālo ietekmi dzīves kvalitātes uzlabošanai. Par spīti izaicinājumiem konferences plānošanas fāzē un nepārvaramas varas apstākļus, organizējošā komanda spēja nodrošināt visu partneru klātbūtni, sekmīgi sasniedzot projekta mērķi.
Konferencei bija nozīmīgi mērķi. Tie ietvēra partneru izpratnes veicināšanu par dažādiem energokopienu juridiskiem un praktiskajiem jautājumiem. Šīs diskusijas fokusējās uz vietējiem izaicinājumiem klimata pārmaiņu pārvarēšanai un uz plašākām Eiropas iniciatīvām energoefektivitātes un ilgtspējas veicināšanai.
Konferences dalībniekus ļoti interesēja, kā energokopienas ļautu patērētājiem izmantot un ražot elektroenerģiju, kurš var piedalīties jaunu energokopienu veidošanā un kā šīs iniciatīvas var pielietot publiskās iestādes, mājsaimniecības u.c. ieinteresētās puses. Konferencē sekmēja pārdomas par ilgtspējīgus attīstību, ņemot piemērus no Magliano Alpi un pielāgojot tās Latvijas pašvaldību specifiskajiem apstākļiem.
Patiesā eiropiešu draudzību raksturojošā atmosfērā konferences dalībnieki atrada kopējus mērķus un atzina, ka juridiskus šķēršļus, par spīti atšķirībām abu valstu regulējumos, var pārvarēt. Ieskati no Magliano Alpi iniciatīvām kalpo par modeli līdzīgu energokopienu izveidošanai Latvijā, uzsverot atbilstošu likumdošanas ietvaru un plānošanas procesus.
Viens no projekta mērķiem bija iesaistīt vietējās pilsoniskās sabiedrības organizācijas, mazos un vidējos uzņēmējus (MVU), lai labāk izvērtētu reģionālās vajadzības ilgtspējīgu iniciatīvu kontekstā. Arī šis mērķis tika sasniegts, jo konferencē piedalījās arī vietējie iedzīvotāji, vietējās biedrības, tajā skaitā tādas nevalstiskās organizācijas kā “Pro Loco” un “Gruppo Alpini”, tādi uzņēmumi kā “Impresa Digitale”, kā arī ar atjaunīgās enerģētikas pasauli saistītu organizāciju, kā, piemēram, GSE un Turīnas Politehniskās universitātes, runātāji. Šie dalībnieki papildināja diskusijas, ierosinot konkrētas idejas.
Papildus tam KEM Enerģijas tirgus departamenta direktora Gunāra Valdmaņa tiešsaistes ziņojums, kurš izklāstīja Latvijas energokopienu regulējumu, veicināja atbalstošu vidi labāko administratīvo prakšu apmaiņai, vienlaikus pētot dažādas nacionāla mēroga enerģētikas pārvaldības ietvarus. Šī domapmaiņa izcēla kopīgu mērķi samazināt elektroenerģijas izmaksas, aktīvi sadarbojoties.
Pēcpusdienas darbnīca, kuru vadīja Gilda Massa, bija sevišķi noderīga. Praktiskajā nodarbībā abas Latvijas pašvaldību delegācijas piemēroja Magliano Alpi pašvaldības prakses Latvijas kontekstam, izmantojot atjaunīgo enerogkopienu veidošanai paredzēto finanšu simulācijas rīku “RECON”. Praktiskā pieeja ļāva dalībniekiem apdomāt reālus, Latvijas vietējiem apstākļiem piemērotus energokopienu modeļus.
Kopumā konferencē valdīja atvērta atmosfēra. Dalībnieki uzturēja noturības un radošuma garu, kopīgi apgūstot atjaunīgās enerģētikas nozares un atjaunīgo energokopienu aktualitātes, panākumus un izaicinājumus, kā arī metodes to pārvarēšanai.
Īstermiņā konference tuvināja iesaistītās pašvaldības, sekmējot sadarbību un kolektīvo Eiropas identitāti. Konferences laikā izveidotās saiknes radīja pamatu turpmākiem sadarbības projektiem. Magliano Alpi pašvaldība izteica vēlmi turpināt draudzēties ar Latvijas partneriem, gaidot atkārtotu vizīti Itālijā, savukārt Latvijas partneri arī izteica vēlmi uzņemt Magliano Alpi pašvaldības delegāciju Latvijā pēc iespējas ātrāk, lai nodrošinātu turpinājumu projektam un nepārtrauktu sadarbību.
Konferences vidējā termiņa ietekme ir būtiski uzlabota dažādu iedzīvotāju un vietējo organizāciju izpratne par atjaunīgo enerģiju. Projekta un tā apskatīto tēmu atspoguļojums medijos, projekta tīmekļvietnē palielināja projekta atpazīstamību. Projekta popularizēšanas aktivitātes izcēla atjaunīgo energokopienu nozīmi un veicināja plašāku mijiedarbošanos vietējā, reģionālajā un starptautiskajā līmenī. Konferences ierosinātās iniciatīvas ne tikai uzlabojas enerģētikas infrastruktūru, bet arī palielinās kopienas iesaisti lēmumu pieņemšanā energotaupības jomā, veidojot stiprākas vietējās ekonomikas un lielāku ilgtspēju. Ieliktie pamati veicinās jaunu energkopienu radīšanu, tādējādi uzlabojot ekonomisko noturību un samazinot atkarību no ārējiem energoresursu avotiem.
Ilgtermiņā projekta “RECALL” mērķis ir integrēt ilgtspējīgas stratēģijas vietējā pārvaldībā, palielinot sociālo saliedētību un nostiprinot atbildību pret vidi. Papildus tam projekts sagatavo augsni dalībai tādās nākotnes iniciatīvās kā projekts “EVOLVE”, kas tika iesniegts Eiropas pilsētu iniciatīvas trešajā projektu uzsaukumā. Šis projekts veicinās nepārtrauktu sadarbību efektīvu atjaunīgās enerģijas risinājumu attīstībā.
Noslēgumā projekts “RECALL” ir spilgts piemērs apņēmībai sekmēt kopīgu Eiropas identitāti, sadarbojoties atjaunīgās enerģijas jomā. Šī iniciatīva akcentē kopīgās vērtības un izaicinājumus starp dažādām pašvaldībām, bruģējot ceļu ilgtspējīgām praksēm, kas uzlabo dzīves kvalitāti, ņemot vērā teritoriju dažādību. Iegūtās atziņas paātrinās turpmākās rīcības ilgtspējīgākas, aktīvākas un savstarpēji saistītākas Eiropas izveidošanai.
