The Renewable Energy Communities for ALL - RECALL Project is promoted by the Municipality of Magliano Alpi, a municipality in the Province of Cuneo, Piedmont (Italy), in partnership with the Latvian municipalities of Preiļi and Ādažu.
It is a project cofounded by the European Union, inside the Citizens, Equality, Rights and Values Programme (CERV) and it was born in 2023. RECALL project will help to promote intercultural dialogue, transnational cooperation, and good local governance by bringing people from Magliano Alpi and the Latvians municipalities of Preiļi and Ādažu together and giving them the opportunity to participate in common activities, by the exchange of context-based good practices in the field of renewable energy, facilitating the creation of renewable energy communities (RECs). The project aims at continuing the dialogue and exchange initiated under the COME RES project - Community Energy for the uptake of renewables in the electricity sector, whose aim was to connect long term visions with short-term actions to facilitate the uptake of renewable energy sources (RES) in the electricity sector.
In Europe, citizens have been currently confronting unprecedented energy costs. Many individuals are grappling to manage their finances, while a considerable portion of energy market participants reaped record-breaking profits in 2022, largely at the expense of end- consumers. This ongoing crisis underscores the vital importance of directing attention toward a decentralised energy model. This model hinges on the utilization of renewable sources, storage solutions, and intelligent grids, empowering consumers to play an active role in the energy framework. Notably, this approach demonstrates sustainability not just in environmental terms, but also in economic and social contexts. Renewable Energy Communities (RECs) present an exceptional avenue for enhancing the resilience of the energy system. They achieve this by elevating the local security of supply and providing citizens with a safeguard against soaring energy costs. Furthermore, RECs serve as effective mechanisms for shielding individuals from the fluctuations of the electricity market.
Renewable energy communities (RECs) were formally defined in the European Regulatory Framework within EU’s recast Renewable Energy Directive (REDII) in 2019, as a crucial means to facilitate the shift towards a low- carbon society, not only by increasing the proportion of renewable sources in the energy mix but also by harmonizing energy supply and demand at the community, curbing expenses, and fostering local added value.
This way and in line with the New European Bauhaus, RECALL Project aims at pushing further the green transition of the Latvian municipalities involved, by connecting the European Green Deal to daily lives and living spaces through citizens engagement in the creation of renewable energy communities (RECs). RECs offer an opportunity for a bottom-up transformation of the energy system and contribute to the decentralisation of the energy system.
After adhering to the "Manifesto of Energy Communities for an active centrality of the Citizen in the new energy market" promoted by the Energy Center of the Polytechnic of Turin, on December 18th, 2020, the Public Administration of Magliano Alpi, has established a good practice in the field of RECs, the first REC in Italy.
The Municipality of Magliano Alpi is the coordinator and main prosumer of the REC. The President of the CER Scientific Committee is Eng. Sergio Olivero, an expert in innovative business models for the energy transition.
CER has made available a 20 kWp photovoltaic system, installed on the roof of the Town Hall and on a public building called housing evolution hub. Currently, members of the REC are the Municipality of Magliano Alpi and public and private consumers (including five families, a library, schools, and a gym) who benefit from different community services. The mayor is the president of the REC community, which helps to increase confidence in the initiative that is replicating itself as a model in other contexts.

The RECALL project builds on the results of COME RES project - Community Energy for the uptake of renewables in the electricity sector, whose aim was to connect long-term visions with short- term actions to facilitate the market uptake of renewable energy sources (RES) in the electricity sector.
Specifically, the project focused on advancing renewable energy communities (RECs) as per the EU’s recast Renewable Energy Directive (REDII). COME RES followed a multi- and transdisciplinary approach to support the development of RECs in nine European countries: Belgium, Germany, Italy, Latvia, the Netherlands, Norway, Poland, Portugal, and Spain. The project focused on such target regions in the countries where community energy has the potential to be further developed and model regions where community energy is in a more advanced stage of development. COME RES also analysed the political, administrative, legal, socioeconomic, spatial, and environmental characteristics, and the reasons for the slow deployment of RECs in selected target regions.
COME RES managed to distill the essence of many initiatives in order to highlight 10 best practices, which have a higher degree of general applicability and are partially transferable to other regulatory, social and economic settings. Learning from other experiences can provide useful indications on how to face implementation barriers and enhance a market uptake of RES in target regions. A thorough cross-referencing of 10 best practices has resulted in an understanding that a successful REC project has to:
i) Rely on some positive contextual factors (social/cultural, environmental and political)
ii) Design financial and organizational models tailored to the specific local context
iii) Receive support from public authorities
iv) Ensure a degree of openness and inclusiveness
v) Incorporate innovative aspects which create value
On this evidence a MoU among Municipality of Magliano Alpi and the Latvian Rural Forum was signed.
Following this path, RECALL project focuses on the segment of Italy and Latvia, that already begun a successful cooperation within COME RES. In fact, Latvia represented the learning region hosted by Piedmont, region of origin of the good practice. At the same time, the Latvian approach to RECs can be transferred to other countries with similar characteristics.

RECALL CONVENTION
The RECALL convention will take place on October 2, 2024 at the Sala del Consiglio in Magliano Alpi. In addition to Mayor Marco Bailo, the conference will be hosted by Engineer Giuseppe dell'Olio and Paolo Arrigoni for GSE, Prof. Romano Borchiellini, Rector of the Energy Center of the Polytechnic University of Turin accompanied by Engineer Sergio Olivero. The 30 delegates of Preili and Adazi will arrive from Latvia, and Aija Zučika, Senior expert/advisor/researcher of the Riga Energy Agency, and the Ministry of energy and climate (TBC), Mr. Gunārs Valdmanis, will participate in a video call. The afternoon will see the holding of a technical workshop led by Engineer Gilda Massa, researcher for ENEA. The closing speech will focus on the increasingly important role of women in the renewable energy sector and not only that: the examples of many successful women entrepreneurs will be brought, many of whom are involved in the RECALL project. The RECALL Conference took place on October 3, at the Municipality of Magliano Alpi. Despite the plane crash on day 2 which saw the flights of the Latvian delegates canceled and the consequent postponement of the conference on day 3, all the delegates managed to arrive in Magliano and the conference took place in the name of friendship, the exchange of good practices and new future ideas for the development of new CERs in Latvian territory. The female entrepreneurial presence and the fervent interest on the part of all the participants at the Conference were very important. RECALL was an important step to create new synergies and collaborations, and to bring the CER model of Magliano Alpi as an example for other territories.
