Raquel Bernal is at present the Rector at  Universidad de los Andes. She holds a PhD degree in Economics from New York University. She is an expert in statistics, econometrics and impact evaluation which she has applied specifically to the fields of education, social policy, gender and labor economics. Her research looks into the determinants of early human capital accumulation. She has worked on a variety of impact evaluations of early childhood development programs in Colombia funded by the Jacobs Foundation, the UBS Optimus Foundation, the Inter-American Development Bank, 3ie and Grand Challenges Canada among others. She is an expert in impact evaluation and published the book Guía Práctica para la Evaluación de Impacto [Practical Guide for Impact Evaluation] with Ximena Peña.
