Ugh .. those visualization suck; they don't really give you an true understanding of the difference between "Left" and "Right":
Most egregiously they broke out Ethno-Nationalism and Religious violence. Let's add them back, and just have the 2 categories: Left and Right.
1st chart: Anyone who does data visualization knows that normalizing hides scale: What are the differences between the years 1995, 2000 and 2008? 1995: ~5x (~40:8) more attacks/plots by the Right; 2000: ~3x (~20:5) more attacks/plots by the Left; 2008: ~3x (~12:4) more attacks/plots by the Right. We'll fix it.
2nd chart: Because of 1 you can't really see the disparity. We'll fix this too.

This is the "same" bar chart as in the CSIS paper but doesn't normalize, thus you can see the difference in absolutes. Pretty clear no?
This chart adds Ethno-Nationalism and Religious violence back into just one category: Right. As an area line chart it gives you an idea of the total differences between them and shows time-frames where one or the other was more active.
This chart makes the time-frames where Left or Right was the majority of attacks/plots and the scale & change over time clear.
And, the way to read this chart is: for the given time-frame ...
1994-2000: the Right was in the majority with ~200 vs ~50 attacks/plots
2000-2006: the Left was in the majority with ~100 vs ~60 attacks/plots
2006-2015: the Right was in the majority with ~130 vs ~40 attacks/plots
2015-2019: the Right has ramped-up to ~280 vs ~40 attacks/plots
