The University Planning Process
The Polytechnic University of the Philippines commits to delivering inclusive and equitable quality education and promoting lifelong learning opportunities for human advancement and social transformation through re-engineered polytechnic academic programs. Toward this end, the PUP Community members will vigorously and steadfastly attempt to continually improve the standard of university services to the satisfaction of our clients through the adoption and continuous review of our Quality Management System.
However, with the precarious circumstances facing the Polytechnic University of the Philippines within this high-stakes economic environment, the leadership of this Institution is critically important as it must cope with a multitude of complex issues. The University must undergo more rigid regulation and scrutiny, which also increase its cost of operation; the resources available to the University are never enough. Therefore, institutional planning becomes indispensable to sustain its critical functions in curriculum and instruction, research and community services, other operational activities, and allied sponsored programs.
To realize the current vision of President Manuel Muhi, P.U.P. has developed a tactical strategy to enhance service delivery and self-sufficiency. This has been prompted by the University's need to increasingly adopt a market-driven approach rather than a public service approach, a move resulting from the transformation aspect that the University, like other institutions, can carry out its roles effectively. The institutional planning process considers the Institution's objectives and the degree of influence that stakeholders have on the Institution's goals. Despite the myriad challenges that the University faces, it will still be possible to effectively plan for the Institution since there are means for circumventing all the hurdles to institutional planning at the University. The succeeding planning activities of the Polytechnic University of the Philippines reflect its commitment to remain prudent and innovative in formulating and implementing the Institution's strategic plans.
The Institutional Units Responsible for Monitoring and Evaluating Programs and Projects
The University is continuously implementing various measuresto monitor and evaluate the program and projects of the university. The university has different units that monitor and evaluate the performance of each delivery units such as the Office of the Vice President for Research, Extension, Planning and Development (OVPREPD), Quality Assurance Center (QAC) Institutional Planning and Quality Management Office (IPQMSO), Physical Planning and Development Office (PPDO), Campus Development Office (CDO), Research Management Office (RMO), Extension Management Office (EMO), Intellectual Property Management Office (IPMO), Institute for Science and Technology Research (ISTR), Institute for Culture and Language Studies (ICLS), Institute of Human and Social Development (IHSD), Institute for Gender and Development (I-GAD), and Human Resource Management Department (HRMD).
Recognizing that quality is the University's primary responsibility, the PUP QAC strives to nurture a culture of quality through the development, implementation, monitoring and review of quality assurance-related policies, procedures, and projects to meet institutional, national, and international standards. It also conducts periodic review of curricular offerings, ensuring that academic programs remain responsive to stakeholders and societal needs.
The Office of the Vice President for Research, Extension, Planning and Development (OVPREPD) is tasked to ensure that the University research policy resonates with CHED's research thrusts. Through its offices, institutes, and centers, the OVPREPD shall see to the implementation of its mandated task - the undertaking of various research, extension, planning and developmental activities of the University.
The Institutional Planning Office (IPO) is mandated to formulate and regularly update the University’s plans and projects, monitor their implementation, and submit institutional policy recommendations and periodic reports to the President, through the Vice President for Research, Extension, Planning, and Development.
The Research Management Office (RMO) recommends plans, programs, projects, and policies relative to research planning and programs/project development to the Research, Extension, and Development. The objectives of the office are to dramatically improve the research capabilities and skills of the University's faculty and employees.
The Research Institute for Culture and Language fosters research and/or research-based and workshop-led outputs and activities across divisional and disciplinary boundaries. The Institute promotes and engages with interpretative (or hermeneutic), historical, social and political research as well as theoretical works in the Arts and allied disciplines.
The Intellectual Property Management Office (IPMO) aids researchers to secure attractive returns in the long term from the bulk of valuable research outcomes and intellectual property. It also assists researchers in identifying partners within the academe, other businesses, and investors to promote translation of research innovations into new products through advice and support for early-stage research and development. The IPMO provides a portfolio of new technologies created through university research for licensing or collaborative development.
The Research Institute for Human and Social Development (RIHSD) serves as the research hub of the human and social development disciplines; institutionalizes research; and encourages experimentation and empirical research on various approaches on social development.
The Gender and Development Office (GADO) is dedicated in pursuing gender mainstreaming. To promote and uphold human rights in advocating gender sensitivity and responsiveness in the academe, research, and extension sector, including mainstreaming gender and development in the policies, programs, and processes of the University, its branches, and campuses for the general welfare of the organization and its clients.
The Human Resource Management Department (HRMD) is responsible in the monitoring of the preparation and submission of the IPCR with commitments and the IPCR with accomplishments and ratings of the individual performers.
THE INSTITUTIONAL PLANNING PROCESS TO SUPPORT QUALITY ASSURANCE MECHANISM
The top management of P. U.P. comprises the highest officials who perform annual planning with input from risk management results. It follows a top-bottom planning approach wherein the University takes direction from national governing bodies and, at the same time, solicits feedback and commitment from its various offices, units, and departments through action planning. The primary purpose of Institutional Planning is to improve the school's programs and practices by utilizing the resources available at the University and in the community. The strategic planning process aims to establish an Institutional Development Plan that will help the University maintain and further improve its performance and status as one of the leading higher educational institutions in the country. This defines various strategies that achieve mid-to long-term objectives that are aligned with the strategic plans of the national governing bodies. They define institutional priorities and objectives using an Institutional Development plan as the blueprint.
The Polytechnic University of the Philippines employs a strategic planning process to define approaches and provide direction regarding future decisions. Grounded in its mission and vision, it is widely incorporated at the institution-wide level down to the college level. It includes a periodic review of the resulting goals and objectives and assessments of the impact of the process itself. The process has succeeded in assisting departments and programs, disseminating organizational information, promoting participation, incorporating new members, and heightening awareness of strengths and opportunities for improvement.
