Cover letters are often required as part of an application package. They are essential for introducing yourself to potential free-lance clients. The cover letter is really about them and what you can do for them. Here are the 4 questions that you want to answer with the letter:
Do you really want to work for us?
Have you done anything innovative, extraordinary or award worthy that is directly related to the job you are applying for (reference a project)?
Do you really want to live where we are located?
Are you literate and entrepreneurial enough to spell check and get someone to proof your writing?
In general; the more detailed you are in describing client projects that you like and your own projects... the more authentic your letter will seem.

Hello name of contact at company
I am interested in the exact name as listed in the posted position in your department or company name. I am impressed with the quality of the motion graphics animation that your company produces. The puppy chow bumpers are both hilarious and informative. I think they are great examples of your commitment to emotion-driven design. I share that commitment and feel that I will be a perfect fit with your team at company name. Please check out my portfolio website at your full website url (http://www/-).
I recently participated in a studio project as part of an interactive design team. It involved partnering with another designer and creating a series of intros for the school's digital media demo reels. The client was the director of admissions at KCAD and our intros were integrated into media created by a video production team. They are currently in use by the school's admissions scouts and are their primary recruiting tools for the Digital Media program. I think this and other experiences that I've had may uniquely qualify me as a good fit for your organization.
From my snow covered hometown in Grand Rapids, Michigan I have researched city/location for the company. I love the small town atmosphere and proximity to golfing and snowboarding. Relocating there would be a welcome opportunity to start a new career and a new life.
