MOTIVATION

Flash floods present a threat to the integrity of people and their property that is exacerbated in a context of climate change and a sustained increase in the exposure of the most vulnerable communities. This motivates the development of the Meeting on Flash Flood Early Warning Systems whose objective is to promote dialogue between the scientific-technical and management communities that develop early warning systems for flash floods and their users, with the main emphasis on Latin America.

The meeting is organised in the framework of the PREVENIR project (prevenir.smn.gob.ar) which involves scientific-technical institutions from Argentina and Japan in an interdisciplinary effort for the development of flash flood early warning systems. The project is funded by the Japan International Cooperation Agency (JICA) and the Japanese Science and Technology Agency (JST).

SHORT-COURSES

Prior to the meeting (5-6 August 2024), a series of short courses on different topics related to flash flood early warning systems will be held, each lasting half a day. These will be aimed at young professionals in order to promote human resources training and the dissemination of new technologies. The following short-courses will be held:

Rainfall quantification techniques based on remote sensing and nowcasting (Monday August 5th morning) (Info & Registration Form)

Short-range numerical weather prediction and data assimilation (Info & Registration Form)

Hydrological modelling with the Rainfall-Runoff-Inundation model (ICHARM) (Tuesday August 6th full day) (Info & Registration Form)

THEMATIC AREAS

Observation and estimation of hydro-meteorological variables on short time scales: Hydrological, meteorological and integrated variable observation systems. Calibration and quality control of observation networks. Estimation of precipitation from remote sensors and quantification of its uncertainty. Quality control applied to remotely sensed data.
Short-term hydrometeorological forecasting and uncertainty quantification: Forecasting techniques based on numerical models of varying complexity. Uncertainty quantification (e.g. ensemble forecasts, estimation of error margins). Meteorological, hydrological and coupled forecasting systems. Operational forecasting systems Data assimilation Impact of observations on forecasting systems. Data extrapolation techniques (nowcasting).
Warning systems and information dissemination: Strategies for effective communication and dissemination of hydrometeorological forecasts and warnings. Communication of uncertainty. Survey of use and assessments of warning systems. Synergy between forecasting systems and effective communication.
Disaster risk reduction: Education and communication with communities affected by hydrometeorological hazards. Experiences in strengthening risk knowledge with communities and local actors. Integration of exposure and vulnerability indicators. Hazard preparedness plans and protocols. Educational programmes, public policies for disaster risk reduction. Synergy with warning and prevention systems.

VENUE

The meeting and mini-courses will take place at the Faculty of Exact and Natural Sciences of the University of Buenos Aires (Buenos Aires, Argentina).

PARTICIPATION AND FEES

The meeting and the mini-courses will be held in hybrid mode (face-to-face and virtual). Registration, submission of papers and participation in the mini-courses are completely free of charge!
