Who is responsible for road maintenance?
The Municipality of Anchorage is responsible for road maintenance, including street sweeping and plowing. Street sweeping information may be found here. Plowing updates may be found here.
What about the sidewalks?
The sidewalks within Powder View are not maintained by the Municipality of Anchorage Street Maintenance or the Alaska Department of Transportation. An updated map of municipal maintained sidewalks and trails may be found here. Homeowners are kindly asked to shovel and maintain the sidewalks in front of their home.
When is trash day?
Alaska Waste curbside trash collection occurs on Wednesdays within Powder View. Recycling is picked up every other Tuesday. Download the Alaska Waste App so you never forget trash day again! You can even set reminders so that your phone reminds you about Recycling and Trash day!
How do I get my landscaping, house painting, or exterior house changes approved?
See the information on the Architectural Control Committee for information on submitting requests for changes to the exterior of your home. Review of requests may take up to 30 days; please plan accordingly. If variances from the Declaration are desired, please specify these within your request.
What changes to the exterior of my home require approval by the ACC?
All major changes require the homeowner submit a formal request for approval to the ACC. The below provides examples but is not to be interpreted as comprehensive; contact PMSI for further questions and clarification.
I wanted to do something a little different in my yard than is allowed by the Declaration, is this possible?
The Powder View Planned Community Association Board of Directors is charged with the responsibility of preserving the aesthetic appearance of our community and upholding the Declaration for Powder View. The goal of the Architectural Control Committee is to maintain Powder View as a pleasant place for all to live and to protect the value of mutual property investments.
As per Amendment to Article X for the Declaration of Powder View – Restrictions on Use, Alienation, and Occupancy, Section 10.2 Occupancy Restrictions "overall appearance of the dwelling and lot will be an important consideration of approval, and the Architectural Control Committee may waive any requirements at any time at its sole discretion."
Request for variance from the Declaration for Powder View will be entertained by the Architectural Control Committee. It is important that you identify the specific request and reason for the variance on the request form.
How big can my shed be? Who regulates this?
The Declaration for Powder View, Article X, Section 10.2(d) allows for the construction of sheds (outbuildings) with approval, of 8'x10' in size.
There are additionally regulations by the Municipality of Anchorage on Accessory Buildings:
Accessory buildings include detached garages, sheds, greenhouses, barns, and other buildings that are "customarily subordinate or incidental to and located on the same lot with a principal use, building or structure." (AMC 21.35.020.B)
Accessory buildings are regulated by AMC 21.45.030:
A. No accessory building shall be erected or maintained in any required yard, except that:
B. No separate accessory building shall be erected closer than ten feet to any principal structure on the lot or an abutting lot or tract.
What do I do regarding easements on my property when I'm planning to landscape?
It is the responsibility of the homeowner to take any necessary steps to confirm the boundaries of their lot prior to initiating improvements on their lot. The Architectural Control Committee does not verify the presence or absence of municipal easements. It is the responsibility of the homeowner to be informed of any applicable easements and obtain any necessary permits. Your As Built Survey will have details on the locations of these easements.
Per the Municipality of Anchorage (here) "Any structure, retaining wall or fence located in an easement should have by a "letter of non-objection" from all utilities allowed to use that easement. Each utility has an easement or right-of-way section that issues these letters. The Municipality has jurisdiction over utility, public utility, public access, public use, section line, and drainage easements. Any structure, retaining wall or fence located in these easements must have an encroachment permit from the Right-of-Way Division (located in the permit center at 4700 South Bragaw.)

Do I need a building permit?
This is outside of the scope of the Executive Board. Please direct any questions to the Municipality of Anchorage. As Powder View is outside of the Building Safety Service Area, this document captures Land Use Permit requirements.
I want a hot tub, now what?
This does not require Executive Board or Architectural Control Committee approval. However, you should be familiar with Municipal requirements. A handout, here, may be of assistance.
Who is the management service for Powder View?
As of June 1, 2020, Powder View Planned Community Association Board of Directors retained Property Management Services Inc (PMSI) for management. Visit the Management page for more information about their services.
Who may use the common elements? What can we do in the green spaces?
The common element green spaces that flank the entrance to the neighborhood are available for the use of all homeowners and renters. Homeowners are kindly requested to be respectful of the green spaces during use and abide by the adage of "leave it better than you found it." Please make sure to take any garbage or trash with you, and pick up any pet feces. Ideas for the green space include small gatherings, playing catch or frisbee, yard games, kid-operated lemonade stands, or sunbathing.
Please do not ride wheeled items, like bicycles or skateboards, on the grass as it can damage the lawn. Please do not drive vehicles on the green space.
What are the applicable noise ordinances? Who do I call if I have a complaint about noise?
Anchorage's Municipal Noise Ordinance (AMC15.70) limits the level of allowable noise based on location and time of day. Quiet hours within residential areas of the Municipality of Anchorage are from 10 pm - 7 am.
