FEMA Disaster Claim

From Micheal Billingsley on Plainfield People Facebook Page:

Now is the time to start your FEMA disaster claim. Every flood-damaged household should go back through your inventory of damages... structures, clothing, furniture, appliances, vehicles, tools and other personal possessions).

Look for all your documentation (especially photographs). If you have not filed a household or renter's insurance claim, do it now. If you are refused coverage, that notice of refusal is essential as part of your FEMA Claim.

Start now. You can either do this online or over the phone.

Individuals need to register with FEMA for Disaster Survivor Assistance either at https://www.disasterassistance.gov/ or by calling FEMA 1-800-621-3362. You can make claims at a nearby FEMA Recovery Center, on the Goddard Campus.

Plainfield's town webpage has Disaster Recovery information, plus Liz Bicknell and Grace Worcester to help you if you run into trouble. More information can be found at Vermont Emergency Management FEMA Individual Assistance Information | Vermont Emergency Management.

FEMA's Disaster Recovery Center

FEMA's Disaster Recovery Center at Goddard's Community Center is for more than starting a claim. If you had business flood losses, for instance, the Small Business Administration has workers there.

Feel free to add your new documentation to an existing claim; to contest or appeal a claim which didn't feel fair; to add a brand-new part to your claim (did you forget, for instance, that your furnace no longer works?)... or to start a brand new claim if you haven't done so.

This regional disaster center serves all of central and NE Vermont - so feel free to drive over from Lyndonville, Cabot or Danville as well. Open from 8 a.m. to 5 p.m. every day including weekends. Workers are informed, experienced and friendly.

President Joseph R. Biden, Jr. Approves Vermont Disaster Declaration

August 20, 2024

President Joseph R. Biden, Jr. Approves Vermont Disaster Declaration | The White House

Today, President Joseph R. Biden, Jr. declared that a major disaster exists in the State of Vermont and ordered Federal assistance to supplement state and local recovery efforts in the areas affected by a severe storm, flooding, landslides, and mudslides from July 9 to July 11, 2024.

The President’s action makes Federal funding available to affected individuals in the counties of Addison, Caledonia, Chittenden, Essex, Lamoille, Orleans, and Washington.

Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.

Federal funding is also available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storm, flooding, landslides, and mudslides in the counties of Addison, Caledonia, Chittenden, Essex, Lamoille, Orleans, and Washington.

Lastly, Federal funding is available on a cost-sharing basis for hazard mitigation measures statewide.

Mr. William F. Roy of the Federal Emergency Management Agency (FEMA) has been appointed to coordinate Federal recovery operations in the affected areas.

Damage assessments are continuing in other areas, and additional counties may be designated for assistance after the assessments are fully completed.

Residents and business owners who sustained losses in the designated areas can begin applying for assistance at www.DisasterAssistance.gov, by calling 800-621-FEMA (3362), or by using the FEMA App. Anyone using a relay service, such as video relay service (VRS), captioned telephone service or others, can give FEMA the number for that service.

FOR FURTHER INFORMATION MEDIA SHOULD CONTACT THE FEMA NEWS DESK AT (202) 646-3272 OR FEMA-NEWS-DESK@FEMA.DHS.GOV.

Update 8/9/24 - Evacuation Alert

By Michael Billingsley, posted on Facebook.

Evacuation alert. Folks, if you live near the Great Brook, this afternoon's rain break is the time to move to higher ground. Chief Graves and I are urging people to evacuate during the afternoon. The brook is saturated and will rise quickly tonight.

Grace Church will be open at 4 p.m. for conversation, respite, tea and quiet reading until whenever. And I will have overnight accommodations for anyone who can't stay with friends or other arranged shelter. Read on...

We can put you up. I'm working on food at the moment, but for the meantime we have a safe, dry destination if you can't find one with friends or family. You must coordinate with me.

And if anyone is displaced or is not able to return to their home for any reason by Saturday, I have been given permission to take more people into shelter for a few days if you have no other refuge. You must call me to do that - please don't go to what you think is our "shelter" unless it is arranged. Call me first at 802-308-6408.

Update August 8th, 2024

Good afternoon everyone,

We want to advise everyone to follow local guidance in preparation of Tropical Storm Debby’s arrival tomorrow. After the storm passes, we will update you on whether volunteers are needed based on the needs of our community. See below for more information.

Preparation for Tropical Storm Debby

The most recent forecast from the National Weather Service continues to predict periods of heavy rain that could cause scattered flash and river flooding as the remnants of Tropical Storm Debby moves through Vermont tomorrow and Saturday.

Sandbags are available to fill at the Town Garage (99 Cameron Rd).  Please bring your own shovel. Fill and tie. They are under the big metal screen on the left as you come to the Town Garage at the top of Cameron Road. Drive Carefully - Brook Road is very damaged.

You can continue to get resources and update on this site.

Stay Safe!

Looking ahead, we as a team are working on a long-term solution to making sure this group continues to be fed and cared for.

We have also decided to end community meals for the time being. There are a few reasons for this, and we may still do a few pop-up meals here and there. Stay tuned!

If you need assistance with accessing food, please email me at PlainfieldFloodResponse@gmail.com. Thank you for taking care of each other!

Update 7/21/24

What a productive weekend!  Thank you for showing up for Plainfield.  With nearly 100 volunteers we accomplished all we were hoping for.  This doesn't mean we are done with cleaning up Plainfield.  It means that during the next day or two we are reassessing, cleaning the streets of dirt, and making plans for the next phase.  We are already inputting mucking/cleaning work assignments for next weekend.

We also still have a need for folks to help organize and give out food and work in our Free Store during the day during this week.

For ALL volunteer activities you can sign up for shifts here: https://volunteersignup.org/LRKYM

This website will be updated regularly, so check back every few days as we figure out volunteer needs.  The email, FPF, and social media updates will be as needed and not nightly any more.

Assessments/Inspections

Starting today we will have assessors from several state agencies and charitable groups in town making assessments of homes.  These include from the  State Fire Marshal, Electrical Inspector from Vermont Fire Safety, Red Cross, and others.  These groups will be doing individual assessment and so some homeowners/renters may have to have several conversations to get into the various systems.  We know this will be frustrating, but we are told that this is the way it needs to be processed.  In the coming weeks it is likely that FEMA will also be doing assessments.

Work Crews

Work crews from larger charitable groups who have experience in disaster response are beginning to arrive in town.  Their capacity will be ramping up through the week and into the weekend. Update 7/15/24

Hello Everyone,

We are learning more everyday about the needs of our community and how we can respond below are updates for what we need on Tuesday July 16th.

We now have a resource website, please check it out for even more updates and ways to help: https://sites.google.com/view/plainfieldfloodresponse

One Important note: there are 2 places that anyone affected by the flood should register:

211- Call 211 to log your damage with the state and FEMA.

Crisis Cleaning: If you have damage that needs mucking, pumping, cleaning you need to register for help by calling Vermont Crisis Cleaning Hotline at 802-242-2054

Volunteers: WE NEED MUCKERS!

New assessments in town have given us the green light to begin to do more work on places that we haven;t been able to muck and clean.  So while we have some organizational work crews out tomorrow, we could also use 40 muckers Tuesday, Wednesday, and Thursday to help at houses as their capacity builds over the week and into the weekend.  So if you have time, please come down to the Opera House.  We’ll be here to orient new volunteers at 10am, but can send you out anytime between 10-4.

Work Crews

Work crews from larger charitable groups who have experience in disaster response are beginning to arrive in town.  Their capacity will be ramping up through the week and into the weekend. You will likely see their vans around town as crews from Southern Baptist Disaster Relief, Mennonite Disaster Relief, Team Rubicron and Red Cross start working with our neighbors.

Update 7/14/24

Hello everyone,

We’re now another day past the flooding of last Wednesday night and Thursday and once again volunteers from Plainfield and so many surrounding communities have shown up!

We are learning more everyday about the needs of our community and how we can respond.

One note is that there are 3 places that anyone affected by the flood should register:

Update

As we move into the work week we are also moving to another phase of getting help to those affected.

Assessments/Inspections

Starting on Monday we will have assessors from several state agencies and charitable groups in town making assessments of homes.

Work Crews

With the assessments also comes access to work crews from larger charitable groups who have experience in disaster response.  This is great news as they are self contained work crews who can work on specific homes in much fuller ways.  You will likely see signs go up through the week as crews from Southern Baptist Disaster Relief, Mennonite Disaster Relief, Team Rubicron and Red Cross start working with our neighbors.

Volunteers

With the arrival of this increased support from outside our community our volunteer needs lessen.  We still will need volunteers to do some cleaning, staffing the Donation Center, staffing the Emergency and Volunteer Center at the Opera House, and various other activities.  Please come check in between 10-4 at the Opera House to get assignments and find out our volunteer needs.  You can sign up to get our volunteer emails and updates here: https://docs.google.com/forms/d/e/1FAIpQLSdx7oBSAVjewzzo9SmH6L7Jb-9CCyYfAYkv2Jkp4GFoTjxIJw/viewform?usp=sf_link
