This needs-based model estimates the workforce for optimal coverage of population need (including unmet/latent need). It is therefore assumption-heavy and unconstrained by real-world factors such as affordability, access, and uptake, i.e., current observed use of services.
Accordingly, the implied ‘undersupply’ is best treated as a theoretical upper bound and should not be interpreted in isolation.
