To develop a community-based stroke prevention intervention, publications by relevant stakeholders—including those from the World Health Organization and the American Heart Association/American Stroke Association; were systematically reviewed to determine which recommendations and interventions could be contextualized for use in Lesotho and which required adaptation. This review was further informed by empirical studies demonstrating the effectiveness of nurse-led stroke education in improving early recognition, treatment adherence, and community-level prevention outcomes. Additional literature examined during the development process included research on stroke care and decision-making in low-resource settings, regional standard treatment guidelines, and essential medication lists from Lesotho and South Africa. A study tour to a successfully implemented community-based stroke prevention programme also contributed valuable insights. The resulting stroke prevention intervention reflects the consensus of key stakeholders; namely the Department of Nursing, Ministry of Health, Family Health Division, Nursing Directorate, Lesotho Nursing Council, Lesotho Medical, Dental and Pharmacy Council, Nutrition Department, Non-Communicable Disease Control Directorate, and the District Health Management Team, reached through iterative review and discussion.
