Every County-Based Business, County-Based Small Business, and Minority Business Enterprise is eligible to participate in the program. PGCECP hosts monthly recruitment fairs to discuss bidding opportunities.
How many MBEs within the County are eligible to participate in the ACF?

I suggest researching State and County records to find out the number of CBBs and MBEs in the County? Not knowing the number of potential businesses in the pool gives me pause about the genuine desire to include CBBs and MBEs.

If a 30-year maintenance contract is given to one contractor, what historical data do you have to support this approach? Based on your analysis, what are the cons of this approach.
By utilizing one partner, who is held to contractual and monetary obligations, PGCPS has the ability to ensure maximum compliance. Further, the maintenance partner, Honeywell, is required to adhere to MBE/CBB procurement requirements.

What is the minimum MBE Goal?
Per Project Agreement terms, PGCECP is required to procure an unwaivable minimum of 30% of eligible Design-Build and Services Cost to Minority Business Enterprises and 20% to Community Based Businesses. If PGCECP fails to meet this requirement there is a 25% penalty on the difference from what was procured and what was required.
Is there a highly-experienced PGCPS project manager overseeing this project, who is knowledgeable on these types of private-public contracts?
PGCPS, through the Office of Public-Private Partnerships, will manage the project with an experienced project manager and staff to protect PGCPS' interests.
What the specific "NEGATIVE impacts of construction that will negatively impact the community?
We do not anticipate any extraordinary impacts on the community due to construction.
What will happen to Potomac Landing?
At this time, there are no determined plans for future use of the Potomac Landing School building.
When you all start to finalize a water drainage plan, are you fixing any of the issues that currently exist affecting residents surrounding the property?
Our stormwater management and water drainage plans will be approved by DPIE and adhere to all permitting requirements.
Are you all aware of the issues that water on the property is causing residents?
We are aware of the water retention issues in the community and are working with DPIE to ensure that our stormwater management and water drainage plans adhere to all requirements.
Will Potomac Landing close once this school opens?
At this time, there are no determined plans for future use of the Potomac Landing School building.
How long does it take for you to receive the permits?
There are multiple permits that will need to be obtained by PGCPS to begin and complete construction of the school. Because of the various types of permits it is not possible to provide a specific timeframe. The range of time to obtain permits could be between a few weeks to multiple months, depending on the permit sought.
What will you do to prevent the destruction/ settlement of homes on Swan Creek since the current street is not a commercial street; or the construction can cause our homes to shift?
Part of the pre-development/construction process and the permit process is an analysis of the onsite and surrounding soil to ensure that appropriate building methods are utilized. This analysis is conducted to eliminate chances of any deleterious impact on the surrounding community.

We have spent a lot of money with water issues, where are you pushing this water from the school?
The Department of Permitting, Inspection, and Enforcement is currently reviewing our site concept development and stormwater plan. Once finalized we will be able to definitively identify the outflow locations.
Who do we complain to when it is too loud?
When construction activities commence, contact information for Gilbane Building Company and DPIE will be prominently displayed on the property and on the program website.

Construction activities will comply with County noise ordinances and will be conducted Monday through Saturday.
How will you address the flooding issues in this area?
To receive the appropriate permits and approvals to build on the site, DPIE must approve our stormwater management plans, which must adhere with all local, state, and national regulations.
When will the SWM system be operational?
The stormwater management system will be installed in the early months of construction and utilized to prevent runoff from the site.
What happens with storm water between when the trees are removed and the SWM operating?

We will work with PTCPA to ensure consistency with the plantings and maintain integrity of the circle.

Safety/Security
Is there a "buffer" zone to prohibit vehicles from getting close to the school walls (mitigate explosion impacts)?
All schools follow the CPTED principles and provide both active and passive security features.
What about a barrier around the residence houses to protect the homeowners?
The site will utilize CPTED principles to protect both the school and surrounding homeowners' property. We do not anticipate constructing barriers around the site.
Will security be in place after the school is built?
The school will have the same security envelope and approach that exists for all PGCPS schools.
Will the contractors/workers be cleared per se, criminal record screening? Etc.
Yes. All workers are required to undergo background checks prior to obtaining access to the school construction site.
Our Neighborhood is clean, will the school police the sidewalks etc. if kids drop paper etc.?
Pursuant to the services agreement, our maintenance partner, Honeywell, along with onsite custodial staff, have the responsibility to keep the campus clean and maintained at all times.

Design
Is the entry to the school off Swan Creek Rd at the Roundabout and how far back off the Swan Creek Rd is the school being built?
There will be two entrances onto the campus at Fort Washington and Swan Creek Rd. Neither entrance will be at the roundabout.
Can school area include an outdoor track and field?
This is currently not part of the design of the school nor is it a program requirement for PGCPS middle schools.
So glad to hear preservation of trees will be included in the design process. Will the schools be green schools?
The school will be LEED Silver certified.
How are LIGHTS for playing fields situated? Concern about light pollution on the private property.
Field lighting is not part of this program.
Is there street access to the play area and fields from ASBURY DRIVE?
At this time there is no anticipated street access from Asbury Drive onto the new campus.
Outfitting the field/outside areas? All weather teachable white boards installed outside? Sitting Benches? Solar panels?
There will be a variety of appointments to enhance outdoor learning, including sitting benches. These appointments will be further developed by the Southern K-8 Project Planning Committee.
Is this gong to be a LEED school/building?
The building will be LEED Silver certified.
How tall will the fences be around the school? My property adjoin the school property and I have concerns about open access to my property.
Fences will vary in height from 4' to 8' across the campus depending on location.
Some neighbors were not aware of project. Can you send out school mail bulletins?

Community Investment Program
Will any PGCPS CTE students be employed as apprentices during the construction of the schools?
Employing students to take part in the construction process is part of our Community Investment Plan. PGCPS' CTE department is engaged in the planning process.
Parking/Transportation
What measures are being incorporated during the design phase to mitigate noise pollution, light pollution, traffic congestion, safety transits, public transportation to and from the school?
A traffic peer reviewer has been retained by PGCECP to ensure that all mitigation activities are taken to reduce traffic impacts to the neighborhood.
How will the traffic circle be impacted by this project?
The construction activities and flow of construction vehicles on/off the site will be directed away from the traffic circle to reduce impacts on the community.
When are traffic studies taking place? There are accidents at the circle bi-weekly so I am concerned about walking students and buses.
Traffic studies are being conducted by a third-party peer reviewer. They carefully examine all traffic around the site to ensure that our site design increases safety for pedestrians and commuters.
Traffic studies during Covid will not be comparable to pre Covid traveling conditions. For example, no school buses are on the road now, less people heading to work or visit families, less metro bus routes, etc. How will you account for this?
Reductions in typical traffic due to the COVID-19 pandemic will be taken into account by the traffic consultants and reflected in their final report.
Is anything going to be put in place for vehicles not to use Bion Drive, as people will try to avoid the round about?
At this time there are no plans to restrict vehicular access to surrounding streets. All traffic-related decisions will be made by Prince George's County DPW&T, not PGCPS.
Will you all ask the residents before you destroy our circle?
Our construction activities will not come in contact with the existing traffic circle.
Will you be moving the Metrobus Bus Stop that is both the Swan Creek Rd & Ft. Washington Rd. on that side of the street?
All traffic-related decisions will be made by Prince George's County DPW&T, not PGCPS.
Do you anticipate FT Washington Road or E. Swan Creek Road will need to be widened?
E. Swan Creek Road will be widened as part of the construction of the school.
School Program
Was consideration given to tearing down Potomac Landing school and building a new school on site?
As part of the analysis of determining the ideal location for the new school, Potomac Landing was considered. However, the school site was not large enough to accommodate this school.
How will future expansion of HWY 210 impact the southern site?
We do not anticipate any negative impacts on the school site due to the expansion of HWY 210.
What current schools will be impacted by this new school? What will happen to the other schools in the vicinity?
Currently, it is anticipated that the K-8 school will combine the campuses of Isaac Gourdine and Potomac Landing with any additional impacts based upon the new boundaries that will be approved by the Board of Education.
Other than getting new schools, what is the true benefit or value of this ACF plan to the County and PGCPS?
This program will allow for better budget management of capital funds and the improvement of PGCPS asset management. With the 30-year maintenance contract, PGCPS expects that these schools will be well-maintained and high-performing well beyond typical building lifespans.
There was a question regarding community space within school, can you elaborate on what the community space will be used for in the school?
These will be community-use schools meaning that the public will have access to utilize certain areas of the school facility. All current community uses of PGCPS schools will continue in the new school.
What neighborhoods will the students come from?
PGCPS is in the process of redrawing boundaries. Final decisions are projected to be communicated in 2022.
If the proposed new school would be for students from Kindergarten through the 8th grades, what would the current Potomac Landing Elementary School be used for, and why couldn't that be the site of this new school?
We evaluated the current Potomac Landing site, but it was not sufficient to meet the size requirements needed for a K-8 school.
Will Department of Parks and Recreation have a partnership with this site as it does with Potomac Landing?
We anticipate all current partnerships and community-uses that exist in each school now will continue in the new school.
Is this project just a middle school or both an elementary and middle school?
This will be a K-8 (elementary-middle) school.
Where will the majority of students be coming from to attend this school?
Most students zoned to Issac Gourdine Middle School and Potomac Landing Elementary School will attend this school. Upon finalization of redrawn boundaries, additional students may be included in the attendance zone of the school.
Will M-NCPPC have access to the new school as a community center with the same partnership that exists with Potomac Landing?
We anticipate all current partnerships and community-uses that exist in each school now will continue in the new school.
