The concept of societal Economic Interest Groups was created by Paul Elvère DELSART. These societal groups are key tools within the concept of Societal Diplomacy, also created by Paul Elvère DELSART.
Societal Economic Interest Groups play a major role in the intermunicipal cooperation sub-program called The Municipalities Counter-Attack and in the development of vertical, vegetative, agroclimatic, and ecotourism infrastructures designed to generate beneficial electromagnetic fields, known as Vegetal Calderas. These positive geo-engineering infrastructures are central elements of the agroclimatic, agrotouristic, self-managed, experimental, and educational complexes and cities labeled LE PAPILLON SOURCE.
A – The Municipalities Counter-Attack by Paul Elvère DELSART
Program Overview
Main Objective: Create a new form of intermunicipality centered on societal goals.

Program Involvement: Part of the sub-programs The Municipalities Counter-Attack and LE PAPILLON SOURCE, both under the umbrella program of multidisciplinary participatory engineering, EL4DEV.
2. Project Description:
Ecological, Agricultural, Architectural, Touristic, Educational, and Political Initiative.
Composed of suspended vegetative complexes made of galvanized steel, rectangular or cubic in shape.
Objectives: Food production, biodiversity conservation, habitats for fauna and flora (especially migratory and native birds and pollinators like bees), connection with nature, protection against harmful electromagnetic waves, atmospheric water generation, and local climate regulation through humidity release and the emission of beneficial electromagnetic fields for living beings.
3. Complexes Configurations:
Seven Configurations: Various ground areas and volumes.
Ten Levels: From the ground floor to the panoramic terrace.
4. Ornamental, Agricultural, Environmental, Therapeutic, and Energy Self-Management Functions:
Vegetation: Climbing plants, forest gardens, sanctuaries for bees and birds.
Agriculture: Cultivation of medicinal plants, fruit hedges, orchards, etc.
