Family Link, from Google, can be set up to monitor and restrict access across platforms:  iOS and Android phones, Chromebooks, and tablets.

Using this tool requires Google accounts for each family member--parent and child.  

Like the combined built-in Apple functions (Family Sharing, Screen Time, and Find My), Google Family Link allows you to set up and link accounts, control content and usage time, and trace devices using GPS.
