Circle is a paid service* with a device that plugs directly into your router.  Each device connected to your internet--including friends'--can be assigned to a profile with specific controls.  A VPN can also be installed on cellular or tablet devices, so that restrictions will remain in place away from your home.  JUST BE SURE TO CHANGE SETTINGS SO USERS CANNOT REMOVE THE APP (in device settings)!!
