This is a built in setting on Apple devices that allows shared access to several Apple services. Parents / Guardians can set up an Apple ID for their child, allowing oversight and limitation of access.  

While required for children under 13, this is still an option for older children.  Using Family Sharing gives parents ability to manage use and access through Apple Screen Time.
