行政研究の基礎

行政学の国際的な学術誌に論文を掲載するために、日本行政学とは異なる国際的に共有されている基礎理論・方法論を学ぶ必要があります。ここでは、特にアメリカ行政大学院で広く利用されている教材等を紹介しています。

１．行政学の基礎理論

Shafritz, Jay M., and Albert C. Hyde. 2016. Classics of public administration, 8th edition. Boston, MA: Cenage Learning.

現代行政学の萌芽的論文 Woodrow Wilson "Study of Administration"から始まり、２１世紀の情報技術と行政に関する論文に至るまで学術貢献が高いと思われる論文のコレクション。これら全部をただ読んでも、知的変遷は理解しずらいので、下記に紹介する書籍が学習の補助となる。また、一部の名著はその導入部あるいは結論部だけ掲載されているので、Dwight WaldoやHerbert Simonなどは書籍として是非購入しておきたい。

公共組織の構造・管理・運営を研究する公共経営(Public Management)の基礎を築くために、欠かせない教科書。日本で研究が盛んな行政組織の構造や決定過程のみならず、公共組織と民間企業との違い、公務員・公共組織固有の価値観・文化、公務員のインセンティブやモチベーションなどに関する理論及び実証研究が丁寧に紹介されている。

行政国際ジャーナルで引用されることの多い理論を、JPARTの創刊者George Fredericksonらが解説。興味のある理論を特定し、実際に論文を構想する際に有用。

Riccucci, Norma M. 2010. Public administration: Traditions of inquiry and philosophies of knowledge. Washington, DC: Georgetown University Press.

Dwight WaldoとHerbert Simonによる行政研究のアプローチに関する論争(Waldo-Simon Debate)から現代に至る行政理論・方法論の発展・変遷を概説し、行政学者がこれまで行政学の一貫した定義や法則を提示できていないというイデオロギー危機に対する新たな見解を提示している。

Peters, Guy, and John Pierre. 2017. The next public administration: Debates and dilemmas. London: Sage Publications.

近年行政学は国際化が進んでおり、欧州の行政学が盛り上がっている。欧米の新しい行政学をバランスよく要約している教科書。今後研究すべきテーマを考えるうえでも有用と思われる。

２．行政学の方法論

Meier, Kenneth J., Jeffrey L. Brudney, and John Bohte. 2014. Applied Statistics for Public and Nonprofit Administration. Stanford, CA: Cengage Learning.

長くJPARTのEditorをしてきたKenneth Meierが著した統計入門書。難しい数式を使わず、公共組織のパーフォーマンスの測定から、行政の実例を使用した２変量分析、重回帰、実験にいたるまで基本概念を中心に平易な英語で説明されている。既に基礎統計を習得している日本人研究者も、方法論セクションで使用すべき英単語や文章の書き方が学べる。

James, Oliver, Sebastian R. Jilke, and Gregg G. Van Ryzin. 2017. Experiments in Public Management Research: Challenges and Contributions. Cambridge: Cambridge University Press.

心理学や実験手法を行政に応用したBehavioral Public Administrationをけん引する３人が著した実験手法の入門書。実験の基礎的な知識を得るのに最適だが、学術論文掲載に必要とされる十分な知識は得られない。Gerber & Green 2012 "Field Experiments"など政治・経済学分野の実験手法教科書を読んで、知識を深める必要がある。

行政学専門の教科書ではないが、市民の行動・態度 (Public Opinion)に関するサーベイを実施するために必要な基礎知識 (サンプリング、質問票の作成、データ収集法など)を紹介している入門書。

Dillman, Don A., Jolene D. Smyth, and Leah Melani Christian. 2017. Internet, Phone, Mail, and Mixed-mode Surveys: The Tailored Design Method. Hoboken, NJ: John Wiley & Sons, Inc.

異なるサーベイの長所・短所を比較し、細かい実施テクニックも紹介している分厚い指南書。研究課題に適したサーベイ方法を選択し、実施する際に辞書のように参照できる便利な１冊。

３．行政学の専門分野

行政学には、公共組織論、公共予算、公務員倫理、市民参加など多様な専門分野 (subfields) が存在し、それぞれに理論の基礎となる必読書・学術論文があります。それらの一部をここで紹介 (順次追加予定)：
