Pay inmates minimum wage to fill 55 gallon barrels 

A 55 gallon barrel supplies about 90 days of water for one person and every person should be required to have 55 gallons of water in reserve. Landlords should be required to store and provide 55 gallons of reserve water per tenant. Jails can sell and collect barrels in the same way that propane tanks are traded. 

Individually label each barrel with a unique identifier and include the inmate ID of the inmate doing the cleaning and filling. Record the driver's license of each purchaser and the barrel's unique ID.
