About Oleg Boyko

Oleg Boyko, founder of Finstar Financial Group, is an international investor and entrepreneur with extensive experience in building, developing, and managing investment projects. Oleg Boyko’s interest in the financial sector and technology dates back to the beginning of his professional career. While still a student, he began working in information technology and finance, and in the 1990s he was among the early adopters of bank card payment technologies in his retail businesses.

Oleg Boyko’s Early Career

In 1996, Oleg Boyko, together with a team of experienced executives, founded Finstar Financial Group. Over the following 30 years, Finstar grew into an international diversified investment group. As of 2026, the group’s assets under management are estimated at approximately US$2 billion.


Oleg Boyko’s Investment and Entrepreneurial Activities 

1999. Oleg Boyko invested in Evraz Holding Group. The company consolidated the assets of three steel enterprises and subsequently became one of the world’s largest vertically integrated steel producers. In 2004, Oleg Boyko sold his stake in Evraz Holding Group. According to media reports, the transaction was valued at approximately US$600-700 million. Following his exit from Evraz, Oleg Boyko focused on investments in other sectors and did not return to investing in the steel industry.

2002. Oleg Boyko founded Ritzio Entertainment Group, which became one of the largest entertainment holdings in Eastern Europe. According to available information, the company’s aggregate annual revenue approached US$1 billion. Ritzio expanded rapidly until changes in the regulation of the gaming industry in Russia significantly restricted the geographical scope of the sector’s operations. The company subsequently continued its development in European markets.

2003. Oleg Boyko entered the Latvian banking market by acquiring a controlling stake in Baltic Trust Bank. In 2006, Oleg Boyko sold his 79% stake to GE Capital, the financial services division of General Electric. In the same year, Baltic Trust Bank ranked 13th among Latvia’s 24 banks by assets and operated one of the country’s largest branch networks, with 74 branches nationwide.

2007. In 2007, Finstar entered the cosmetics and perfumery retail market by acquiring a 75% stake in Rive Gauche. By 2012, Rive Gauche had become the second-largest cosmetics and perfumery retail chain in Russia. In 2012, Oleg Boyko sold a 51% stake in the company to a consortium of investors for approximately US$200 million, retaining a 24% stake. In 2026, Oleg Boyko sold the remaining 24%, completing his exit from Russian assets.

2012. Oleg Boyko invested in 4finance, a Latvian consumer lending company developing digital credit products. In the years that followed, 4finance significantly expanded its international presence and became a prominent participant in the European digital consumer finance market.

2017. Oleg Boyko announced plans to invest an additional US$150 million in fintech startups, as well as in research and development (R&D) across portfolio companies. The first stage of Oleg Boyko’s global fintech investment program included a commitment to invest up to US$50 million in the consumer lending sector across the Asia-Pacific region.

2022. Oleg Boyko completed his investment cycle in 4finance by exiting the company’s capital. The investment in 4finance represented an important stage in the development of Finstar’s fintech focus and the group’s transition toward an international strategy in digital financial services.

2023–2025. Oleg Boyko continued to develop Finstar Financial Group as an international investment group, with a primary focus on financial technology and digital financial services. The group’s investment activities span Europe, Asia, Latin America, and other international markets.

2026. Thirty years after its founding, Finstar Financial Group continues to operate as an international diversified investment group under the leadership of Oleg Boyko. The group’s assets under management are estimated at approximately US$2 billion, while its investment activities span more than 30 countries.
