The CSA Compensation Accrual Fund (the Fund) was agreed to by the Council of School Supervisors and Administrators of the City of New York, Local 1, American Federation of School Administrators, AFL-CIO (the Union), and the Department of Education of the City
School District of the City of New York (DoE) in collective bargaining negotiations in 2007. It began operations in 2010, following receipt of DoE’s initial contributions.
The DoE makes contributions in a contractually agreed to amount into the Fund each year.
These contributions and the income earned from investing the contributions go into the Fund and the member’s annuity account. For more information click here.

CSA’s Field Service Team Members are school leaders and administrators who have a deep knowledge of the union’s contract. During the year, Field Teams regularly visit CSA in-service members in schools, offices and early childhood education centers. Field Teams meet members, learn about issues at the school and district level and answer member questions. The teams are key players in ensuring that the contract is enforced as well as providing additional support to members when issues arise. Through their contacts at the Department of Education and with CSA’s legal and grievance staffs, Field Teams are instrumental in resolving problems. The CSA Executive Board is the legislative body of the union and is comprised of the elected officers of CSA as well as elected representatives based on membership in all job classifications as well as districts and high school boroughs. The Executive Board makes policy, endorses candidates and keeps the officers informed about issues in the field. CSA members elect Executive Board representatives; the Retiree Chapter elects two representatives. Elections are held every three years following the election of officers. CSA District Chairs and Assistant Chairs have long been considered the eyes and ears of the union. They serve as liaisons between the members and the central office, as well as provide a contact point between members and CSA Field Representatives. Chairs help answer questions regarding contract rights, and monitor job vacancies and ensure a CSA representative sits on the hiring panel for the C-30 processes. District Chairs must maintain confidentiality with members. The Chairs must know the members, establish a strong line of communication with them, develop trust, share information, and respond to inquiries in a timely manner. If members need to escalate concerns from the field, such concerns should be brought to the Chair. If the chair cannot resolve the issue, it is escalated to the Director of Field Services. If neither the Chair nor Director of Field Services can resolve the violation, the issue will be escalated to the CSA Leadership Team (Executive Director of Field Services).
