An Academia-Industry-Government Collaboration Project

 Have you noticed the new parent-child pavilion across the 3rd-floor skybridge from the Big City shopping mall? This Pavilion has a floor space of ​​100 pings (c. 330 m2), with a wide range of books, toys, and recreational spaces. The Center also offers specialized parent-child activities and parenting courses, free of charge to parents living in Hsinchu City, so that children age 0 to 12 can have a great time with their parents.

 The Hsinchu City East District Parent-Child Center and Childcare Resource Center (for short, the East District Parent-Child Center) is an academia-industry-government collaboration project undertaken on behalf of the National Tsing Hua University by our college's Assistant Professor Chen Hsiang-chun of the Department of Early Childhood Education. The services provided include parent-child activities (such as art classes, science teaching aids/toys, toy repairs, and book rental services), parenting guidance, temporary childcare services, cultural adaptation in services, child developmental screening, parenting lectures, etc. The project also collaborates with neighborhood centers and hospitals in Hsinchu City’s East District to organize community outreach programs and medical consultation activities on an irregular basis. By doing all this, the project fulfills the social responsibilities of a university and improves the health and wellbeing of parents, children, and disadvantaged families in Hsinchu City.

 About NT$9 million of profit from the Public Welfare Lottery has been invested in this project every year since 2017 to offer services to parents, children, and disadvantaged families in Hsinchu City. In addition to Assistant Professor Chen serving as the project leader, the personnel engaged also include a Pavilion director, a professional social worker, an administrative worker, and five professional preschool educators for the implementation of the project. The five major objectives for the services of the East District Parent-Child Pavilion are: (1) Expand spaces for parent-child recreation, growth, and learning; (2) Develop diverse and specialized preschool education services to promote children’s sound development; (3) Provide correct parenting knowledge and skills, to enhance caregivers’ parenting competence; (4) Facilitate interaction between children and their peers and families, and build up a supportive, cooperative parenting network; and (5) Strengthen the care and resource assistance for both disadvantaged children and children with special physical and mental needs, thus reducing caregivers’ stresses and improving quality of life. Following the above project objectives, every year, the East District Parent-Child Pavilion serves at least 75,000 visitors (counted by number of visits, with cumulative visits having reached 532,987 as of October 2021); every year, the Pavilion organizes 400 parent-child activities, 30 parenting educational lectures, and 200 parenting guidance sessions, all while providing more than 1,000 instances of family support childcare services. By doing this, the Pavilion strengthens support for infants and young children of disadvantaged families and those with disabilities.

 The East District Parent-Child Center project also provides opportunities to students in our college's teacher education-related departments, such as the Department of Early Childhood Education , Department of Special Education, Department of Education and Learning Technology, Center for Teacher Education, and other educational units. At the Pavilion, they practice how to provide services, perform storytelling, implement lesson plans, design parent-child activities, etc. Additionally, the Pavilion provides a site for students of other school units (such as the medical college’s Department of Childcare) to complete their placements or cooperation training/education programs, and enhances onsite practical learning experiences for students in related disciplines.

 The East District Parent-Child Center is open Tuesday to Sunday (closed on Monday). There are three sessions available each day (10:00-11:30; 13:30-15:00; and 15:30-17:00). Each child can be accompanied by at most 2 caregivers to enter the Pavilion. Visitors are welcome to play freely, or to participate in that day’s parent-child activities. A maximum of 50 parent-child groups can enter the Pavilion per session (with the limit decreased to 10 parent-child groups during the level 2 pandemic alert; also, according to government regulations, no physical parent-child activities will be provided in the Pavilion). College faculty and staff who would like to go can request a Priority Entry Ticket from the project leader.
