Description: Demolition of more than 25% of the primary facade of a Contributing rated, one-story, single-family residential building.
Recommendations: FEMA survey research estimates 401 Lowerline Street was constructed from 1920-1930. The single-family home maintains it's original massing, course stucco finish, original entry sequence with the porch, and decorative trim at the porch arch screening. The proposal seeks to remove Craftsman style character defining features such as the arched porch openings, multi-light entry door and transom, and decorative trim. Additionally the proposal as drawn will encapsulate the hipped roof condition in order to create a gable on gable condition. The proposed work does keep a porch entry sequence but homes had the the entry conditions that this house retains. Porches are a key architectural and social element of New Orleans homes and as the guidelines say "play a significant role in its appearance and that of the streetscape." Staff recommends the denial of the façade demolition through encapsulation.
