Description: Retention of modifications and expansion of a non-historic one-story accessory structure at the rear of a Non-Contributing rated, one-story, single-family residential building in deviation of a Certificate of Appropriateness.

Staff Recommendations:
During the course of renovation work at this property, the applicant completed some additional work that was not submitted, reviewed, or approved, and which did not meet the HDLC Guidelines. This included installation of inappropriate flush-mounted vinyl windows, removal of a front gable vent, and installation of an inappropriate decorative flood vent at the front porch soffit. However, the applicant has worked closely with HDLC Staff and most of these items have already been remedied, with the replacement of the inappropriate windows to be completed within the next few weeks.
At the rear accessory, it appears the previously existing was modified and expanded, with the current footprint at approximately 495 SF. Large transom windows were also installed over a new paired-door opening. However, the accessory is only partially visible at the left and right sides of the building, particularly after new 7'-0" tall wood fencing was installed at both sides. Based on the minimal visibility of the accessory, and the Non-Contributing rating of the primary structure, Staff has no objection to the request for retention.
Case History:
08/07/24: August Commission meeting cancelled due to lack of quorum.
07/30/24: Applicant confirms expanded accessory structure is under 500 SF.
07/25/24: Applicant confirms porch flood vent has been removed and front gable vent has been reinstalled. Applicant also provides proposed window specifications for review to replace all inappropriate windows installed previously.
07/24/24: After-the-fact application submitted for changes to rear accessory structure.
07/08/24: Final inspection failed due to additional work completed without HDLC approval, including installation of inappropriate windows, inappropriate flood vent at porch soffit, and removal of front gable vent.
01/03/24: CofA issued for renovation of the existing building. Proposed scope of work does not include changes at the rear accessory structure.
