Staff Recommendations:
815 Alvar Street is estimated to have been constructed between 1900 and 1910 according to the FEMA Survey and first appears on the 1937 Sanborn Fire Insurance Map. The applicant is requesting the retention of two wall sconces with highly visible conduit. However, the installed fixtures do not match the approved light fixtures shown on the submitted drawings. According to the HDLC Guidelines, exposed conduit, wiring, or junction boxes are not permitted. Additionally, fluorescent tube lighting and floodlights are not allowed at street elevations. The Guidelines also encourage the adaptation of original light fixtures for contemporary use when possible, such as enhancing brightness using updated bulbs.
The sconces currently in place not only deviate from the fixtures approved under the CofA, but are also not within the HDLC Guidelines due to the presence of highly visible conduit and the use of fluorescent tube lighting. Therefore, Staff recommends denial of the application.
